طراحی مدل بهینه‌ انجام وظایف اجتماعی دولت با رویکرد حاکمیتی

هدف: انجام بهینۀ وظایف اجتماعی مهم ترین رکن حاکمیت دولت است، به گونه‌ای که به رشد کشور منجر شود. هدف پژوهش، طراحی مدل بهینۀ‌ وظایف اجتماعی دولت ایران است.طرح پژوهش/ روش شناسی/ رویکرد: پژوهش از نظر ماهیت داده‌ها، آمیخته است. در بخش کیفی، جامعه آماری شامل خبرگان دانشگاهی و سازمانی در حوزه مدیریت دولتی است. داده‌ها از طریق بررسی مبانی نظری استخراج شدند و با تشکیل گروه کانونی از خبرگان مصاحبه کیفی انجام گرفت. در بخش کمّی، جامعه آماری شامل مدیران، معاونان، و کارکنان سازمان‌های دولتی، خصوصی و مردم نهاد است. داده‌ها به وسیله پرسشنامه گردآوری شدند و به منظور طراحی مدل کمّی از سیستم استنتاج فازی بهره گرفته شد.یافته‌ها: ارتقای امور اجتماعی در سطوح فرد، سازمان، و سیستم به بهینه شدن وظایف اجتماعی دولت ایران منجر می‌شود. امور اجتماعی در سطح فرد بیش تر از سطوح دیگر بر انجام بهینه وظایف اجتماعی دولت اثرگذار است. در سطح فرد، جامعه مدنی نقش محوری داشته است.ارزش/ اصالت پژوهش: در این پژوهش روشن می شود که لحاظ نمودن نوع وظایف اجتماعی و تمرکز بر برنامه‌ریزی مناسب لازمۀ پیشبرد وظایف اجتماعی است.پیشنهادهای اجرایی/ پژوهشی: پیشنهاد می شود بیش تر بر جنبه جامعه مدنی به دلیل نقش محوری آن در وظایف اجتماعی تمرکز شود.

Designing an Optimal Model for the Implementation of Government’s Social Functions: A Governance Approach

Purpose: Optimal implementation of government rsquo;s social functions, which can lead to the development of the country, is the most important pillar of governance. With regard to this fact, the purpose of the present research is to design an optimal model for social duties of the Iranian Government. Methodology: The research was performed based on mixed method in terms of the data gathering. In the qualitative section, the statistical population included academic and organizational experts in the field of public administration. Data were collected by studying theoretical foundations and interviews were administered through focus groups. In the quantitative section, the statistical population included managers, deputies and employees of public, private and nongovernmental organizations. Data were collected by questionnaires. To design the qualitative research model, fuzzy inference system was used. Findings: Results show that promoting social functions at individual, organizational and social levels can lead to the optimization of social goals of the Iranian Government. It is also concluded that social affairs at individual level has a greater impact on the optimal implementation of government social functions than the other two levels. Individuals play a pivotal role in the civil society. Originality/ value: Taking the type of social functions into consideration and focusing on appropriate planning are necessary to mobilize social functions. Recommendations: Finally, it is suggested that given the basic role of civil society in the social functions, it should get more emphasis.
