تاثیرات و ریسکهای اجتماعی در مدیریت مسائل اجتماعی سیل

رویدادهای غیرمترقبه ای همچون سیل، زلزله و مانند آن و مداخلات توسعه ای همانند سدها، نیروگاه ها، سامانه های انتقال آب و سازه های عمرانی تاثیرات و ریسک هایی دارند که احداث آن ها مسائلی را ایجاد می کند و خسارت های جبران ناپذیری به بار می آورند. مداخلات توسعه ای که در بستر رودخانه ها و مناطق سیل خیز احداث می شوند، همزمان از تاثیرات و خسارت های سیل آسیب می بینند و اثرات اجتماعی را تشدید میکنند. ارزیابی تاثیرات اجتماعی (اتا) و ارزیابی ریسک اجتماعی (ارا) در شناسایی و ارزیابی تاثیرات چنین رویدادها و مداخلاتی، فهم و بینش بهتری را در مدیریت پروژه ها ایجاد می‌کند و ترکیب این دو ارزیابی، زمینه‌ی توسعه کاربرد ارزیابی های اجتماعی را فراهم می سازد. این پژوهش، با بهرهگیری از ادبیات نظری، مصاحبه با متخصصان و خبرگان و روش کیفی تجزیه و تحلیل داده ها وجه مشترک ارزیابی تاثیرات و ریسک های اجتماعی سیل را مبنای پژوهش قرار می دهد و به شناسایی اثرات و احتمالات اجتماعی آن می پردازد. نتایج پژوهش نشان می دهد اثرات و احتمالاتی که در شاخصهای جمعیتی طبقه بندی می شوند از بیشترین شدت و بلندترین مدت اثر/ احتمال اجتماعی منفی و در مقابل، شاخص های حمایتگری اجتماعی، مدیریت مخاطرات و فعالسازی گروهها و نهادهای رسمی و غیررسمی از بیشترین شدت و بلندترین مدت اثر/ احتمال اجتماعی مثبت ناشی از سیل برخوردارند.

unexpected events such as floods, and development interventions such as dams, and civil structures have effects and risks that cause damages. they bringirreparable harm. the development interventions that are built in the riverbeds and flood-prone areas simultaneously suffer from the effects and damages of the flood and intensify the social effects. social impact assessment (sia) and social risk assessment (sra) and evaluating the effects of such events and interventionscreates a better insight in project management, and the combination provides the basis for the development of the application of social assessments. makes usingtheoretical literature, interviews with experts and qualitative method of data analysis, this research makes the common denominator of evaluating the effectsand social risks of flood as the basis of the research and identifies its social effects and possibilities. pay the results of the research show that the effects andprobabilities that are classified in demographic indicators are from the highest intensity and the longest duration of the negative social effect/possibility, and onthe other hand, the indicators of social protection, risk management and activation.formal and informal groups and institutions have the highest intensity and the longest duration of positive social effect/probability caused by floods.
