بررسی و استخراج فرایندهای قانونی و اجرایی احداث و بهره‌برداری از نیروگاه‌های زمین‌گرمایی در ایران و توسعه‌ی نرم‌افزار تخصصی ارزیابی اقتصادی geo-eco

استفاده از منابع انرژی تجدیدپذیر یکی از راهکارهای بشر برای کاهش آلودگی‌های زیست‌محیطی و جایگزین مناسبی برای سوخت‌های فسیلی است. از این رو کشورهای مختلف، قوانین و مقرراتی را در راستای احداث نیروگاه‌های تجدیدپذیر وضع کرده‌اند و برای ترغیب سرمایه‌گذاران، مشوق‌هایی نیز در نظر گرفته‌اند. در ایران نیز قوانین احداث نیروگاه‌های تجدیدپذیر، با توجه به نوع نیروگاه توسط ارگان‌های مختلف تعریف می‌شود. یکی از مهم‌ترین مسائل پیش روی احداث‌کنندگان نیروگاه‌ها، ارزیابی اقتصادی احداث نیروگاه و محاسبه‌‌ی میزان سرما‌یه‌ی اولیه با درنظر گرفتن تسهیلات اعطایی و پیش‌بینی میزان سودآوری پروژه است. از این رو، نیاز به نرم‌افزاری جهت ارزیابی اقتصادی احداث نیروگاه‌ها با درنظر گرفتن قوانین حاکم بر احداث نیروگاه‌ها در ایران است. در این مقاله نرم‌افزاری جهت ارزیابی اقتصادی نیروگاه‌های زمین‌گرمایی تحت عنوان «geo-eco» در محیط اکسل طراحی و ارائه شده است. با استفاده از نرم‌افزار geo-eco میزان سرمایه‌ی اولیه، تسهیلات اعطایی، مالیات و نرخ سودآوری پروژه احداث نیروگاه زمین‌گرمایی در ایران قابل ارزیابی است.

investigating and extracting the legal and executive processes of building and operating geothermal power plants in iran and developing the geoeco economic evaluation software

using renewable energy sources is one of the human solutions to reduce environmental pollution and is a suitable alternative to fossil fuels. therefore, different countries have established laws and regulations in line with the construction of renewable power plants and have also considered incentives to encourage investors. in iran, the rules for the construction of renewable power plants are defined by different relevant organs according to the type of power plant. one of the most essential issues facing power plant builders is the economic evaluation of power plant construction and the calculation of the amount of initial capital, taking into account the granted facilities and predicting the profitability of the project.therefore, there is a need for software for the economic evaluation of theconstruction of power plants, taking into account the laws governing the construction of power plants in iran. in this article, software for the economic evaluation of geothermal power plants under the title geo-eco has been designed and presented in the excel environment. using geo-eco software, theamount of initial capital, granted facilities, tax, and profitability rate of the geothermal power plant construction project in iran can be evaluated.
