ارائه مدلی جهت حسابرسی عملکرد (مورد مطالعه وزارت بهداشت، درمان و آموزش پزشکی ایران)

هدف: ارائه مدل حسابرسی عملکرد در وزارت بهداشت، درمان و آموزش پزشکی ایران هدف اصلی پژوهش حاضر می باشد.روش:پژوهش حاضر از نظر هدف، بنیادی- کاربردی و از لحاظ نحوه اجراتوصیفی و تحلیلی است. جامعه آماری پژوهش را حسابرسان سازمان حسابرسی، حسابرسان دیوان محاسبات و حسابرسان ، حسابداران و مدیران مالی وزارت بهداشت و درمان ایران تشکیل می‌دهد، که 200نفر به عنوان نمونه و از بین آنها 10 نفر خبره که سابقه کار در این وزارتخانه را داشته‌اند، انتخاب شده‌اند. روایی و پایایی پرسشنامه با استفاده از روایی همگرا و ضریب آلفای کرونباخ و پایایی ترکیبی مورد تایید قرار گرفت. برای تجزیه تحلیل داده‌ها از نرم افزارmaxqda و معادلات ساختاری استفاده شد.یافته‌ها:براساس نتایج تحلیل کیفی تعداد5 بعد ،14 مولفه و 37 شاخص مدل حسابرسی عملکرد شناسایی شد. برای شناسایی شاخص‌های نهایی از روش دلفی-فازی و تحلیل عاملی تاییدی استفاده شده است. نهایتاً 34 شاخص نهایی شناسایی گردید.نتیجه‌گیری: بر‌اساس نتایج تحلیل کیفی طبق نظر خبرگان شاخص‌های شماره 29، 33 و 36 حذف شدند. نتایج تحلیل عاملی تاییدی مرتبه دوم حاکی از آن است که عامل شناسایی و معرفی مقیاس‌های ارزیابی، تامین نیروی انسانی متخصص، فرهنگ سازی، زیر ساخت‌ها، بهبود عملکرد به عنوان عوامل موثر بر ارایه الگوی‌حسابرسی عملکرد در وزارت بهداشت می باشند.دانش‌افزایی: شناخت شاخص‌های حسابرسی عملکرد از نیازمندی‌های اساسی استقرار حسابرسی عملکرد می‌باشد. الگوی حاصل از تجزیه و تحلیل داده‌های پژوهش حاضر می‌تواند در استقرار آن درنها‌دهای بخش عمومی  مورد استفاده قرار گیرد.

a model for performance audit(case study of the iranian ministry of health and medical education)

purpose: the present study aims to present a performance audit model in the iranian ministry of health and medical education.method: this research is a basic-applied study in terms of objective, and a descriptive-analytic study in terms of procedure. statistical population included the auditors at theaudit organization of iran, auditors at the supreme audit court of iran, and auditors, accountants, and financial managers at the iranian ministry of health and medical education, among which a sample of 200 subjects was selected, and 10 experts with experience working at the ministry were selected from the sample. the validity and reliability of the questionnaire under use was verified using convergent validity, cronbach’s alpha, and composite reliability. for data analysis, maxqda software and structural equations were used.results: based on the results of a qualitative analysis, 37 performance audit indicators were overall identified. to identify the final indicators, the fuzzy-delphi method and confirmatory factor analysis were utilized. eventually, 34 final indicators were identified.conclusion: based on the results, in the opinion of the experts, indicators no. 29, 33and 36 were also eliminated. moreover, the results of the second-order cfa introduced identification and introduction of evaluation criteria, culture creation, training expert human workforce  as the factors influencing the presentation of a performance audit model.contribution: identifying the performance audit indicators is one of the main requirements for the implementationof performance audits. the model resulting from the analysis of data in the current research can be used in the implementation of performance audits in public sector institutions.
