کندوکاو حقوق و تکالیف شهروندی در نهج البلاغه

رشد و گسترش بی‌رویه‌ی شهرها و افزایش جمعیّت آن‌ها در قرون اخیر، باعث انباشت مادّی ثروت و سرمایه در فضای شهرها شده است. به طوری که وضع مقرّرات و قوانین شهری و تعریف حقوق و تکالیف شهروندی جهت برقراری نظم و امنیّت اجتماعی در شهرها مورد توجّه اندیشمندان و متفکرین و مدیریت شهری بوده است و در این راه بازگشت دوباره به آموزه های دین اسلام و خط‌و‌مشی‌های برجای مانده از راهنمایی‌های بزرگان آن چون امام علی(ع)، راه‌گشای بسیاری از مسائل خواهد بود. یکی از مباحث مهم امروز جهان حقوق و تکالیف شهروندی است و با اطمینان می‌توان گفت که طرح بحث شهروندی از دیدگاه نهج‌البلاغه و نظرهای حضرت علی (ع) بهترین شیوه در دست‌یابی به این حوزه می‌باشد. زیرا نهج البلاغه در حکم برادر قرآن‌کریم و حضرت علی (ع) از آگاه‌ترین شخصیت‌ها نسبت به اسلام بعد از پیامبر ﷺ است. از منظر امام علی (ع) هر کدام از اعضای جامعه عضوی از پیکره امت اسلامی‌اند که دارای ارتباط عمیق و صمیمی و دارای حقوقی متقابل نسبت به یکدیگرند. این نوشته در دو بخش به صورت توصیفی و در قالب پژوهش راهبردی انجام می‌گیرد. شیوه‌ی کار پژوهش کتابخانه‌ای و آرشیوی است و فرضیه‌ی اصلی تحقیق عبارت است از این که اسلام و تربیت یافتگان مکتب اسلام چون امام علی(ع)، نگاه مترقّیانه‌ای به شهروندی و حقوق و تکالیف آن دارند.

Research into Citizenship Rights and Responsibilities in Nahj ul-Balagha

The unbridled growth of cities and burgeoning population during the recent centuries have led to accumulation of wealth and capital in urban space, so that enactment of urban rules and regulations and publicizing the citizenship rights and responsibilities for establishing social order and security in the cities have always been the major concerns of thinkers and city planners. The return to the teachings of Islam and the strategies and approaches remaining from the religious leaders such as Imam Ali (AS) offers solutions to many of these complicated problems. One of the major issues today, deals with the citizenship rights and responsibilities. One can assuredly claim that Imam Ali (AS) in his Nahj ulBalagha has proposed the best approaches for handling citizenship rights and responsibilities. This is because Nahj ulBalagha is known as the “brother of the Holy Quran” and Imam Ali (AS) is believed to be the second influential person in Islam after the Prophet (pbuh). In view of Imam Ali (AS), human beings are members of a unified Islamic umma with deep and friendly relations and mutual rights. This paper will proceed in two sections of descriptive study and strategic research. The research method is documentary and based on library and archive sources. The research hypothesis is this that Islam and those educated in the school of Islam, like Imam Ali (AS), have maintained a progressive approach toward citizenship and its rights and responsibilities.
