تناقض‌نمای سیاست خارجی آمریکا در قبال تحولات بحرین و سوریه

وقوع تحولات در کشورهای عربی خاورمیانه مرحله‌ی نوینی را در سیاست خارجی آمریکا نسبت به تحولات این کشورها به دنبال داشته است.  این تحول عمدتا از تناقضات روشنی برخوردار بوده است. هدف مقاله حاضر بررسی تناقض سیاست خارجی‌آمریکا در قبال تحولات بحرین و سوریه می باشد و به دنبال پاسخگویی به این سوال است که مهم‌ترین دلایل رویکرد متعارض ایالات متحده آمریکا نسبت به تحولات بحرین و سوریه چیست؟ فرضیه مقاله حاکی از آن است علی‌رغم شباهت‌های اولیه موجود درشیوه‌ی اعتراض‌ها و نحوه‌ی عملکر‌د نخبگان حاکم در دو کشور، سیاست خارجی آمریکا در قبال هریک دارای ویژگی و پیچیدگی خاص خود بوده است. پژوهش حاضر با مبنا قراردادن دو شاخه‌ی فکر‌ی موجود در نظریه‌ی جامعه بین‌الملل یعنی کثرت‌گرایی و وحدت‌گرایی و نوع پیشرفته‌ی آن نظریه مسئولیت حمایت به عنوان چارچوب نظر‌ی به این نتیجه رسیده ‌است که سیاست خارجی آمریکا در قبال تحولات بحرین و سوریه براساس ارزش‌های متعارض پیگیری می‌شود. ایالات متحده‌ی آمریکا در حالیکه سیاست خود را در جریان تحولات بحرین به دلیل رابطه امنیتی طولانی‌مدت با این کشور بر پایه‌ی اصل حاکمیت، حفظ وضع موجود و دفاع از اصالت وجود حکومت آل‌خلیفه بنا نهاده است، در سوریه پیگیر سیاست مداخله‌جویانه، حقوق‌بشری، مبارره با تروریسم و در ‌راستای تفویض حکومت به معارضین می‌باشد.

America’s foreign policy paradox About Transformations in Bahrain and Syria

Taking place of transitions in Arabic countries of the Middle Easta have followed new stage in America’s foreign policy toward these counties. This transformation mainly been enjoyed clear contradictions. Articl’s aim is to review paradox of America’s foreign policy about transitions in Bahrain and Syria. Question paper is that the main reasons for the United States of America contrasting approach towards the transitions in Bahrain and Syria? Hypothesis suggests that despite the similarities between manner of protests and behavior of Political elites of the both countries, the foreign policy of America have its own specific characteristics and complexity toward both,This article concludes that America’s foreign policy is based on the contrasting values to the events in Bahrain and Syria. While in Bahrain, the United States America has established its policy due to longterm security relationship with that country on the basis of the principle of sovereignty, maintaining the status quo and defend the primacy of the rule of Al Khalifa, But in Syria, America followed a policy of intervention, human rights, the fight against terrorism in order to hand over the government to the rebels.
