تحلیل و تبیین ذینفعان کلیدی انتقال فناوری (سرمایه‌گذاری مستقیم خارجی) در بخش عمومی ایران

با توجه به جایگاه و اهمیتی که سرمایه‌گذاری مستقیم خارجی در زمینه انتقال فناوری دارد، توجه به درک، پیش‌بینی، پاسخگویی به نیازها و انتظارات، تحلیل ذینفعان کلیدی حوزه سرمایه‌گذاری مستقیم خارجی ضروری است. هدف از پژوهش حاضر، تحلیل و تبیین ذینفعان کلیدی انتقال فناوری (سرمایه‌گذاری مستقیم خارجی) در بخش عمومی ایران است. جامعه آماری پژوهش، سازمانهای ذینفع در سرمایه‌گذاری مستقیم خارجی بخش عمومی ایران بودند. نمونه خبرگی بخش کیفی با روش نمونه‌گیری گلوله برفی و در بخش کمی با روش نمونه‌گیری در دسترس انتخاب شدند. جهت شناسایی اولیه ذینفعان مرتبط با سرمایه‌گذاری خارجی از تکنیک طوفان فکری، جهت شناسایی انتظارات ذینفعان از روش تحلیل تم براون و کلارک (2006) و جهت شناسایی ذینفعان کلیدی از ماتریس علاقه _ قدرت استفاده شد. یافته ها حاکی از 19 سازمان اولیه ذینفع در حوزه سرمایه‌گذاری مستقیم خارجی در مرحله اول و انتظارات ذینفعان در 4 تم اصلی عوامل اقتصادی، عوامل اجتماعی، عوامل فرهنگی و عوامل مدیریتی و حقوقی بود و سازمانهای: وزارت امور اقتصادی و دارایی، سازمان برنامه و بودجه، مرکز سرمایه‌گذاری خارجی، وزارت صنعت، معدن و تجارت، بانک مرکزی، وزارت کشور، سازمانهای غیردولتی، اتاق بازرگانی مازندران، مناطق آزاد تجاری، ریاست جمهوری به عنوان ذینفعان کلیدی شناسایی شدند. در نتیجه توجه به عوامل اقتصادی، اجتماعی، فرهنگی و مدیریتی حقوقی به خط‌مشی‌گذاران امر، در جهت برآوردن انتظارات ذینفعان کلیدی و جذب سرمایه‌گذاریهای بیشتر خارجی در کشورمان توصیه شد.

Analysis and explanation of key stakeholders in technology transfer (foreign direct investment) in the public sector of Iran

Given the position and importance of foreign direct investment in technology transfer, it is necessary to analyze the key stakeholders in the field of foreign direct investment to understand, anticipate, and meet the needs and expectations. The purpose of this study is to analyze and explain the key stakeholders of technology transfer (foreign direct investment) in the public sector of Iran.The statistical population of the study was the stakeholders in foreign direct investment of the Iranian public sector. Qualitative sample samples were selected by snowball sampling method and quantitative sample by available sampling method. The brainstorming technique was used to initially identify stakeholders related to foreign investment, the Brown Clark (2006) theme analysis method was used to identify stakeholder expectations, and the interestpower matrix was used to identify key stakeholders.Findings indicated 19 primary stakeholder organizations in the field of foreign direct investment in the first stage and stakeholder expectations in the four main themes of economic factors, social factors, cultural factors and managerial and legal factors. Budget, Foreign Investment Center, Ministry of Industry, Mines and Trade, Central Bank, Ministry of Interior, NGOs, Mazandaran Chamber of Commerce, Free Trade Zones, President were identified as key stakeholders. As a result, paying attention to economic, social, cultural and manageriallegal factors was recommended to policy makers in order to meet the expectations of key stakeholders and attract more foreign investment in our country.
