دستورکار پژوهش‌های خط‌مشی در حوزه حکمرانی اینترنت اشیاء

اینترنت اشیا نسل جدیدی از پیشرفت های فناورانه است که در سال های اخیر توجه بسیاری از پژوهشگران جهانی را به خود جلب کرده است. همان طور که گسترش فناوری های نوظهور ابعاد گوناگون اجتماعی را تحت تاثیر قرار می دهد، به تبع آن مسائل و چالش های بسیاری را پیش روی حاکمیت ها می گذارد که نیازمند پژوهش های محققان در حوزه های گوناگون اجتماعی، به ویژه خط مشی گذاری است. این فنّاوری به مثابۀ یکی از روندهای مهم فناوری اطلاعات و ارتباطات در سال های آتی، گستره ای از این گونه مسائل را نیز با خود به همراه دارد. مواجهۀ فعالانه با این فنّاوری نیازمند فراهم شدن زیرساخت های علمی و پژوهشی برای خط مشی گذاری است که مقدمۀ آن مشخص شدن دستورکارها و حوزه های پژوهشی برای محققان این حوزه است. پرسشی که پژوهشگران خط مشی در بدو ورود فنّاوری های جدید با آن مواجه اند این است که اولاً برای توسعۀ این فنّاوری چه مسائل و چالش هایی پیش روی حاکمیت وجود دارد؟ و ثانیاً برای خط مشی گذاریِ بهتر باید چه پشتوانه های نظری و علمی فراهم شود؟ نه فقط حجم پژوهش های اجتماعی و سیاست گذارانۀ انجام شده در حوزۀ اینترنت اشیاء درحکم فنّاوری نوین آن چنان رضایت بخش نیست، بلکه عموم آن ها نیز ناظر به کاربردها و حداکثر بررسی یکی از ابعاد چالش هایی است که در آینده ممکن است با آن مواجه شویم؛ درحالی که در قدم اول با نگاهی کلان نیازمند پاسخ به سوالات ذکرشده و مشخص کردن دستورکارهای پژوهشی و نقشۀ راهی برای تمرکز پژوهشگران بر حل مسائل صحیح و توسعۀ متوازن این حوزه هستیم. این پژوهش با رویکردی توصیفی تحلیلی و استفاده از چارچوب تحلیلی نظام ملی نوآوری و رویکرد کارکردی به آن، به دنبال تعیین مسائل جنبۀ دانشی خط مشی اینترنت اشیاء و هدایت پژوهش ها و تحقیقات سیاست گذارانه در این حوزه است. در این تحقیق، با استفاده از منابع کتابخانه ای تلاش شده است که ضمن بررسی تجارب دیگر کشورها برای هدایت نظام ملی پژوهش و نوآوری خود، دستورکارهایی برای پژوهشگران علاقه مند به حوزۀ خط مشی فنّاوری نوظهور اینترنت اشیاء ارائه کند. درنهایت دستورکارها ذیل سه رهیافت حکمرانی، نهادی و فنی طبقه بندی شده اند.

A research agenda for policymaking in the Internet of Things governance

The Internet of Things is a new generation of advances in technology that has attracted the attention of many world researchers in recent years. Since the spread of new technologies affects various facets of society, it poses many challenges for governments, making it necessary for researchers to investigate the challenges in a variety of social fields, particularly policymaking. As one of the most significant ICT trends in the coming years, this technology will bring a broad range of issues.  Active exposure to this technology requires the provision of scientific and research infrastructure for policymaking. To this end, the prerequisite is to identify research agendas and research areas for the field researchers. When a new technology arrives, the primary question posed by policymaking academics is what challenges the government confronts in the safe development of this technology? Secondly, what theoretical and scientific support to better policymaking should be provided? Not only is the volume of social and policy research conducted on the Internet of Things not as satisfactory as a new technology, but also most studies consider the applications and study one of the dimensions of the challenges that may be facing in the future. This is while, in the first step, we need to answer the questions mentioned above, decide the research priorities, and provide researchers with a roadmap to concentrate on solving the right problems and balanced growth in this area. With a descriptiveanalytical approach, and using the analytical framework and functional approach of the National Innovation System, this research aims to identify the knowledge issues of policymaking for the Internet of Things and direct policymaking research in this field. This study aims to examine other countries’ experiences in directing their national research and innovation program using library resources and provide guidance to researchers interested in the evolving Internet of Things technology. Finally, the goals are categorized under the policy, structural, and technological approaches.
