   ارائه الگویی برای ارزیابی خط‌مشی‌های متناسب‌سازی تشکیلات نظام اداری مطالعه موردی: شرکت ملی نفت ایران

چکیده    زمینه و هدف: این پژوهش باهدف ارائه الگوی ارزیابی خط‌مشی‌های متناسب‌سازی تشکیلات نظام اداری در راستای مدیریت منابع در شرکت ملی نفت ایران صورت گرفت.روش شناسی: روش پژوهش توصیفی و از نوع مدل معادلات ساختاری بود که به لحاظ هدف، کاربردی و به‌صورت میدانی در جامعه آماری انجام گرفت. جامعه آماری متشکل از مدیران ارشد شرکت ملی نفت ایران هستند که از آن میان 15 نفر از طریق نمونه‌گیری هدفمند به‌عنوان نمونه انتخاب شدند.یافته ها: باتوجه‌به یافته‌ها، 89 شاخص در قالب 11 بعد و 35 مولفه ذیل چهار مفهوم اصلی (ارزیابی خط‌مشی، متناسب‌سازی، تشکیلات نظام اداری و محیط کلان) شناسایی شدند، الگوی ارزیابی خط‌مشی طراحی، و روایی و اعتبار الگو، مورد آزمون قرار گرفت.نتایج: نتایج پژوهش نشان می‌دهد که تحول اداری پدیدهای گسترده است که محدود کردن آن دریک حوزه خاص، برخورد موثر با آن را خدشه‌دار می‌سازد. بهره‌گیری از یک مدل جامع خط‌مشی‌گذاری در اصلاح نظام اداری این امکان را فراهم می‌کند تا با آگاهی از کلیه ابزارهای کنترل موانع تحول اداری به اجرای کامل راهبردها پرداخته شود. در پایان پیشنهادهایی نظیر مطرح‌شدن ارزیابی خط‌مشی‌های اصلاح نظام اداری در ستادهای تحول دستگاه‌های اجرایی دولتی و غیردولتی، شناسایی ظرفیت‌های موجود در حوزه‌های اجتماعی فرهنگی و سازمانی اداری، تقویت سازوکارهای شناسایی مسائل نظام اداری، تسهیل ایجاد کانون‌های تفکر دولتی و خصوصی، تسهیل سازوکار مشارکت بیشتر در تامین منابع و جذب حمایت‌های اجتماعی از کانون‌های تفکر، و بهره‌گیری از کانون‌های تفکر دارای تخصص و تجربه لازم ارائه شد.

   a model for evaluating policy alignment in administrative system reforms case study: national iranian oil company

Abstract    a b s t r a c tbackground and aim: this research was conducted to provide a model for evaluating the policies of adapting the administrative system in line with resource management in the national iranian oil company.methodology: the research method was descriptive and of the structural equation model type, which was applied in terms of purpose and was carried out in the field in the statistical community. the statistical population consists of senior managers of the national iranian oil company, among whom 15 people were selected as a sample through targeted sampling.results: according to the findings, 89 indicators were identified in the form of 11 dimensions and 35 components under four main concepts (policy evaluation, proportionality, administrative system organization and macro environment), the design policy evaluation model, and the validity and reliability of the model were tested.conclusion: the results of the research show that administrative transformation is a widespread phenomenon that restricting it in a specific area will damage its effective treatment. using a comprehensive model of policy-making in the reform of the administrative system provides the possibility to fully implement the strategies with the knowledge of all the control tools of the obstacles to administrative transformation. in the end, suggestions such as the evaluation of administrative system reform policies in the transformation headquarters of governmental and non-governmental executive bodies, identification of existing capacities in the social-cultural and organizational-administrative fields, strengthening mechanisms for identifying administrative system issues, facilitating the creation of governmental and private thinking centres, facilitating participation mechanisms more was provided in providing resources and attracting social support from think tanks, and taking advantage of think tanks with the necessary expertise and experience.extended abstractintroductiontransitional alignment is always a priority for any country and has constantly attracted the attention of policymakers and academics. the policy agenda represents the most sensitive phase of the policy cycle, determining the success or failure of issues that deserve governmental attention. one of the most overlooked aspects in evaluating public policies is the lack of a comprehensive and coherent model for assessing the quality of policies. after the implementation of any policy, judgments and opinions about it are formed, concerning its execution, impact, and outcomes. stakeholders and interested parties, including policymakers and other members of the administrative system, assess the policy's execution to decide whether to support, oppose, or advocate for its modification. thus, policy evaluation determines which tools have been utilized in the policy process and what objectives have been pursued. the depth and accuracy of policy evaluation depend on the directives issued or commitments made. many believe that policy evaluation is a legal necessity, but it is fundamentally a means to effectiveness, improvement, development, service delivery, ensuring needs are met, and utilizing existing potentials. a significant portion of the challenges and obstacles to successful policy implementation can be traced back to deficiencies and problems in the domain of policy evaluation. inadequate evaluation systems and weak supervision hinder the successful implementation of policies. the topic of evaluation and control in the administrative system has been one of the challenges of the administrative system in iran, and a considerable part of the problems in implementing successful policies stems from shortcomings in policy evaluation. some of the fundamental challenges related to supervision and evaluation in the administrative system of the country include inefficiency in strategic supervision, inefficiency in short and medium-term monitoring systems, and the lack of organized mechanisms for public and organizational oversight of the government.  the main question addressed by this research is: what is the model for evaluating policy alignment in administrative system reforms to manage resources in the national iranian oil company? methodologythe research methodology used in this study was descriptive and of the structural equation modelling type. it was conducted with an applied and field-oriented approach in the statistical population comprising managers, directors, officials, supervisors, and senior experts from all units and departments of the national iranian oil company. a purposive sampling method was employed, and a total of 15 individuals were selected as participants. the research focused on collecting influential factors related to policy alignment in administrative system reforms through reviewing relevant literature, and printed and electronic texts. after designing the questionnaire based on these factors and validating it by experts, it was distributed among three experts and researchers, and their individual opinions were gathered. necessary changes were then applied to improve the content analysis, and its validity was confirmed. results and discussionover 500 credible scientific and research documents, including theses, dissertations, books, upper-level documents, government programs, etc., were studied and reviewed on the subject. irrelevant works were excluded, and the remaining content was systematically categorized under four general concepts, twelve themes, thirty-six relational codes, and 136 interpretive codes. this was later screened and consulted with three experts and supervisors, resulting in the integration of 31 initial interpretive codes. six codes were removed, and two additional codes were added. finally, 89 interpretive codes remained, which were incorporated into a questionnaire consisting of four concepts, eleven dimensions, thirty-five components, and eighty-nine indicators. the questionnaire was sent to 15 experts for their input. the validity and reliability of the questionnaires were assessed using the delphi method. the questionnaire contained 89 items with a 7-point likert scale and had previously been approved by the supervisor and three experts. conclusionthis research aimed to propose a model for evaluating policy alignment in administrative system reforms to manage resources in the national iranian oil company. by reviewing the literature and previous studies, the key dimensions and elements influencing the policy alignment in the administrative system reforms were identified. a final model was developed and validated with input from experts and researchers. the administrative structure and system of an organization are influenced by its goals, strategies, environmental factors, technology, and size. each organization's structure varies based on its environmental conditions and pursued strategies and goals. the administrative system represents the formal patterns of relationships between the members of an organization and is formally devised by senior managers. this should be taken into account while evaluating policy alignment in the administrative system of the national iranian oil company. based on the findings, it can be concluded that administrative transformation is a widespread phenomenon, and limiting it to a specific domain hinders its effective implementation. utilizing a comprehensive policy-making model in administrative system reforms provides the opportunity to address all control tools for overcoming administrative transformation barriers and fully implementing
