شناسایی شاخص‌ های فساد مالی در صنعت فوتبال با رویکرد دلفی فازی

زمینه و هدف: فساد در ورزش موضوعی گسترده است که تمامیت ورزش را تهدید می‌کند. این گستردگی از پولشویی تا تبانی در رویدادهای ورزشی را شامل می‌شود. هدف این پژوهش شناسایی شاخص‌های فساد مالی در صنعت فوتبال ایران با رویکرد دلفی فازی بود. روش‌شناسی: این پژوهش در زمره پژوهش‌های اکتشافی است. جامعه آماری پژوهش متشکل از افرادیست که دانش اجرایی و دانشگاهی نسبت به موضوع فساد داشتند. در فاز اول به‌صورت مصاحبه با خبرگان (18 نفر) شاخص‌های تحقیق شناسایی شدند. در فاز دوم برای اجماع و توافق خبرگان برای شاخص‌های شناسایی شده از روش دلفی فازی استفاده شد، جمعاً در فاز دوم 15 نفر مشارکت داشتند. روش نمونه‌گیری به‌ صورت هدفمند بود.یافته‌ها: نتایج نشان داد 6 شاخص به همراه 14 مولفه مشتمل بر 55 گویه‌های مورد توافق خبرگان قرار گرفت: 1. حکمرانی فسادزا در فوتبال 2. کژ کارکردی ساختاری 3. توافقات و نظارت معیوب 4. سفارشی‌سازی و دلالی امور 5. کژ کارکردی‌های مالی و درنهایت شاخص 6. فساد انسان‌افزار بود.نتیجه‌گیری: شناسایی این شاخص‌ها می‌تواند فساد مالی در فوتبال را به شکل جامعی در ابعاد مختلف مورد بررسی و اندازه‌گیری قرار دهد، علاوه‌بر این می‌تواند به نهادهای نظارتی از جمله قوه قضائیه و پلیس امنیت اقتصادی برای مبارزه با فساد مالی در بین نیروی انسانی حوزه فوتبال کمک کند.

identifying the indicators of financial corruption in iran football industry with delphi fuzzy approach

purpose: corruption in sport is a widespread issue threatening the integrity of sport. this prevalence includes from money laundering to collusion in sports events. the purpose of this research was identifying the indexes of financial corruption in iran football industry with delphi fuzzy approach.methodology: this research is among exploratory ones. the statistical society of the research consists of people who had executive and academic knowledge about corruption issue. in the first phase, the research indexes were identified through interviews with experts (18 people). in the second phase, the delphi fuzzy method was used for the experts’ meeting and agreement for the identified indexes. totally 15 people participated in the second phase. the sampling method was purposive.findings: the results showed that 6 indexes along with 14 components inclusive of 55 items were agreed by the experts: 1. corrupt governance 2. structural dysfunction 3. defective agreements and supervision 4. customization and brokerage 5. financial dysfunction 6. humanitarian corruption. conclusion: identifying these indexes can comprehensively assess and measure financial corruption in football in different dimensions. in addition, it can help regulatory bodies such as judiciary and economic security police in the confronting financial corruption among manpower of football field.
