ابعاد و مولفه‌های الگوی ارزیابی خط‌ مشی‌های امنیت عمومی در نیروی انتظامی جمهوری اسلامی ایران

زمینه و هدف: ارزیابی خط‌مشی،‌ از اهمیت بسیار زیادی برخوردار است، زیرا از انحراف اهداف، جلوگیری کرده و اصلاح فرآیند تدوین و اجرای خط‌مشی را ممکن می‌کند. در این بین، خط‌مشی‌ها در حوزه امنیت عمومی، از اهمیت بسیار زیادی در جامعه، برخوردار هستند. هدف اصلی این پژوهش، شناخت و توصیف ابعاد و مولفه‌های مرتبط با الگوی ارزیابی خط‌مشی‌های امنیت عمومی، در نیروی انتظامی جمهوری اسلامی ایران است.روش‌شناسی: روش اجرای این پژوهش، کیفی مبتنی بر راهبرد تحلیل مضمون و روش گردآوری داده‌ها، میدانی با ابزار مصاحبه عمیق نیمه‌ساختاریافته است. شرکت‌کنندگان در پژوهش، شامل خبرگان انتظامی و اساتید خبره دانشگاهی بودند. نمونه‌گیری به‌روش هدفمند انجام شد و مصاحبه‌ها، تا زمان اشباع نظری و مصاحبه هجدهم، ادامه یافت. به‌منظور پاسخ به سوال‌های پژوهش، از تکنیک تحلیل مضمون آتراید و استرلینگ استفاده شد.یافته‌ها: بر اساس یافته‌های پژوهش از الگوی ارزیابی خط‌مشی امنیت عمومی، تعداد سه مضمون فراگیر و چهارده مضمون سازمان‌دهنده (بعد) از شصت‌ونه مضمون پایه (مولفه)، مرتبط با الگوی ارزیابی، استخراج شد. برای اعتبارسنجی عوامل استخراجی، نسبت به ارائه عوامل به بیست نفر از نخبگان و خبرگان دانشگاهی و انتظامی، اقدام شد که در نهایت، تعداد شصت‌وچهار مورد از مولفه‌ها تایید شدند. نتیجه‌گیری: الگوی ارزیابی خط‌مشی‌های امنیت عمومی، شامل ابعاد ارزیابی قبل از اجرا، حین اجرا و پس از اجرا است. استفاده از ابعاد و مولفه‌های ارائه‌شده در این الگو، به‌منظور ارزیابی خط‌‌مشی‌ها، به ارتقای احساس امنیت در جامعه می‌انجامد.

Dimensions and components of the evaluation model of public security policies in the police force of the Islamic Republic of Iran

background and aim : policy evaluation is very important because it prevents the deviation of objectives and allows for improvement of policy formulation and implementation , among which policies in the field of public security are very important . the main objective of this research is to identify and describe the dimensions and components related to the pattern of public safety policy in law enforcement .methodology : the method of this qualitative research is based on content analysis strategy ; data collection method is semi structured interviews with semi structured interviews . ~~~ participants in the study included disciplinary experts and academic experts . ~~~ interviews were conducted through purposive sampling and interviews were continued until theoretical saturation and interview . to answer the research questions , the content analysis technique was used .findings : based on the findings of the research , the general security policy evaluation model , the number of three overarching themes , the theme of the organization ( dimension ) of the thematic themes related to the assessment pattern were extracted . to validate the extracted factors , a number of professors and experts of academic and law enforcement were presented that finally the number of factors were confirmed .conclusion : the pattern of evaluation of public safety policy includes dimensions ; pre implementation assessment , during and after implementation and implementation of dimensions and components presented in this model to promote feeling of security in society .
