ارزیابی عملکرد مدیریت انتظامی در بحران زلزله شهرستان آبدانان

زمینه و هدف: بی‌تردید یکی از بلایای طبیعی که از مخرب‌ترین پدیده‌های طبیعت محسوب می‌شود، زلزله است. نیروی انتظامی بر اساس وظیفه ذاتی خود به‌عنوان نیروی حافظ امنیت و آسایش مردم به‌خاطر گستردگی زمینه عملیات و تنوع وظایف، در زمره اولین نیروهایی است که در هنگام بروز هرگونه سانحه‌ای در محل حاضر می‌شود. به‌همین منظور این پژوهش با هدف ارزیابی عملکرد فرماندهی انتظامی استان ایلام در مدیریت بحران زلزله شهرستان آبدانان انجام شد. روش‌شناسی: این پژوهش از نظر هدف، کاربردی و از نظر روش توصیفی – تحلیلی و از نوع پیمایشی است. شامل دو جامعه آماری پژوهش متشکل از مدیران عملیات ستاد ناجا، فرماندهان استان و شهرستان آبدانان، معاونان عملیات شهرستان‌ها، اعضای سازمان مدیریت بحران استان به تعداد 65 نفر به‌عنوان جامعه اول، مردم آسیب‌دیده در زلزله (بین 20 الی 50 سال) 200 نفر، به‌عنوان جامعه دوم است. روش نمونه‌گیری به‌صورت تصادفی ساده است. برای تجزیه‌وتحلیل داده‌ها از میانگین و توزیع فراوانی و آزمون‌های تی و فریدمن استفاده شد.یافته‌ها: براساس یافته‌های پژوهش در جامعه فرماندهان، عملکرد «جلوگیری از تجمع و نا‌آرامی ناشی از زلزله» با میانگین رتبه‌ای 3.73 و در جامعه مردم آسیب‌دیده، عملکرد «تامین امنیت مناطق آسیب‌دیده» با میانگین رتبه‌ای 3.54 در رتبه اول قرار دارد.نتایج: نتایج پژوهش حاکی از آن است که عملکرد فرماندهان و مدیران انتظامی در حضور به‌موقع در مناطق آسیب‌دیده ناشی از زلزله و اولویت‌بندی و سامان‌دهی عبور و مرور وسایط نقلیه و استمرار گشت‌زنی شبانه‌روزی در محل اسکان آسیب‌دیدگان و هم‌چنین برقراری نظم و امنیت در زمان پخش هدایای مردمی و حفاظت و مراقبت از اموال در خانه‌های آسیب‌دیده از تاثیرگذارترین اقدامات مدیران انتظامی بوده است.

Evaluating the Performance of Law Enforcement Management in the Earthquake Crisis of Abdanan City

Background and objective: Undoubtedly, one of the most devastating natural phenomena is earthquake. The police force, based on its inherent duty as a force to protect the security and comfort of the people, is one of the first forces to be present in the event of any accident due to the wide range of operations and the variety of duties. For this purpose, this study was conducted to evaluate the performance of Ilam Police Command in managing the earthquake crisis in Abdanan city. Method: This research is applied in terms of purpose and descriptiveanalytical in terms of method. It includes two statistical populations consisting of Iran Police headquarters operations managers, provincial and Abdanan city commanders, city operations deputies, members of the provincial crisis management organization with 65 people as the first community, people affected by the earthquake (between 20 and 50 years) with 200 people as Is the second community. The sampling method is simple random. Mean and frequency distribution and ttest and Friedman tests were used to analyze the data.Findings: According to the research findings in the community of commanders, the performance of preventing the accumulation and unrest caused by the earthquake with an average rating of 3.73 and in the community of affected people, the performance of providing security in the affected areas with an average rating of 3.54 is in first place.Results: The results of the study indicate that the performance of commanders and law enforcement officers in a timely presence in the earthquakeaffected areas and prioritize and organize the passage of vehicles and continuous roundtheclock patrols at the victims' accommodation as well as maintaining order and security during the distribution of gifts. The public and the protection and care of property in damaged homes has been one of the most effective actions of law enforcement officials.
