طراحی الگوی ارزیابی عملکرد استانداران دولت جمهوری اسلامی ایران

هدف از انجام این مطالعه، طراحی و تبیین الگوی ارزیابی عملکرد استانداران دولت جمهوری اسلامی ایران بوده است. این مطالعه براساس هدف کاربردی و از نظر ماهیت در حیطه مطالعات توصیفی قرار دارد. جامعه کیفی مورد مطالعه در پژوهش حاضر را کلیه استادان دانشگاهی در حوزه مدیریت دولتی و مدیریت استراتژیک و استانداران دولت جمهوری اسلامی ایران به همراه مدیران ارشد وزارت کشور تشکیل دادند. تعداد مشارکت کنندگان در این مطالعه 18 نفر بوده اند. جامعه آماری مطالعه در بخش کمی را خبرگان آگاه به موضوع همچون استانداران دولت جمهوری اسلامی ایران، معاونین و مدیران ارشد استانداری های دولت ج. ا. ا تشکیل دادند. نمونه گیری با استفاده از روش غیراحتمالی در دسترس صورت گرفت که تعداد 48 نفر از جامعه آماری موردنظر به‌عنوان نمونه پژوهش تعیین شدند. یافته های این مطالعه در بخش کیفی منجر به شناسایی 12 مقوله اصلی شامل دانش جغرافیایی، آگاهی فرهنگی، بلوغ اجتماعی، ادراک سیاسی، رشد اقتصادی، توسعه رفاهی، رضایت ذی‌نفعان، سطح امنیت، سرمایه اجتماعی، مشارکت سیاسی، تعاملات و بهره وری به‌عنوان ابعاد ارزیابی عملکرد استانداران شد. مدل‌سازی، ابعاد ارزیابی عملکرد را در 5 سطح طبقه بندی نمود که در آن دانش جغرافیایی به‌عنوان اثرگذارترین و رضایت ذی‌نفعان، مشارکت سیاسی و بهره وری به‌عنوان اثرپذیرترین ابعاد در نظر گرفته شدند.

designing the performance evaluation model of the governors of the islamic republic of iran

the purpose of this study was to design and explain the performance evaluation model of the governors of the islamic republic of iran. the qualitative population studied in the present study consisted of all university professors in the field of public administration and strategic management and governors of the islamic republic of iran along with senior managers of the ministry of interior. the number of participants in this study was 18. the statistical population of the study is a small part of the subject-aware experts such as the governors of the government of the islamic republic of iran, deputies and senior managers of the governorates of the government they formed. sampling was performed using the available non-probability method that 48 people from the statistical population were selected as the research sample. the findings of this study in the qualitative part lead to the identification of 12 main categories including geographical knowledge, cultural awareness, social maturity, political perception, economic growth, welfare development, stakeholder satisfaction, security level, social capital, political participation, interactions and productivity. as dimensions of performance appraisal of governors. modeling using interpretive structural method, the dimensions of performance evaluation were classified into 5 levels in which geographical knowledge was considered as the most effective and stakeholder satisfaction, political participation and productivity as the most effective dimensions.
