اقتصاد سیاسیِ توسعه صلح‌محور: چارچوبی از مسیری جدید برای توسعه اقتصادی ایران

صلح، یکی از اخلاقی‌ترین مفاهیم بشری است و صلح‌سازی هم مساله‌ای است که قرنها، موضوع تامل اندیشمندان حوزه‌های اخلاق و فلسفه بوده است. با این حال، مطالعات متاخر نشان می‌دهند که صلح، نه موضوعی صرفاً اخلاقی بلکه پدیده‌ای با عواید اقتصادی است. این مساله، به خصوص برای کشور ما که با تنش‌های مختلف داخلی و عمدتاً خارجی مواجه است، اهمیت دارد. مقاله حاضر، ضمن بررسی معنای صلح و عواید اقتصادی آن از منظر نظری و تجربی، این موضوع را به بحث می‌گذارد که ایران به‌رغم بهره‌مندی از برخی عواید توسعه اقتصادی در دهههای اخیر، مدتهاست که هم در تله‌های مختلف اقتصادی گرفتار شده و هم سطح تنشهای داخلی و خارجی کشور افزایش یافته و در نتیجه، نیازمند گذار به مسیر جدیدی از توسعه اقتصادی است. یافته‌های مقاله نشان می‌دهند که برای خروج از تله‌ها و تنگناهای توسعه کشور، «توسعه صلح‌محور» مسیر جایگزین مناسبی است. اینکه چگونه می‌توان توسعه صلح‌محور ساخت، پرسشی است که در بخش پایانی این نوشتار در قالب یک طرح سه گانه تغییر منافعایدئولوژینهادها، چارچوبی از پاسخ به آن ارائه شده است.

political economy of peace-oriented development:a framework of a new path for iran’s economic development

peace is one of the most moral human concepts and peacebuilding is also an issue that has been the subject of reflection by thinkers in the fields of ethics and philosophy for centuries. however, recent studies show that peace is not a purely moral issue but a phenomenon with economic benefits. this is especially important for iran which is facing various internal and mainly external tensions. by using descriptiveanalytical method, the paper examines the meaning of peace and its economic benefits from a theoretical and empirical perspective and then discusses the issue that despite benefiting from some of the benefits of economic development in recent decades, iran not only has long been caught in various economic traps, but also the level of internal and external tensions has increased, and as a result, needs a transition to a new path of economic development. the results show that &peaceoriented development& is a suitable alternative to get out of the traps and bottlenecks of the country’s development. how to build peaceoriented development is a question that is answered in the final section of the paper in the form of a triple plan for changing interestsideologyinstitutions.
