رتبه‌بندی کارایی تولیدی، توزیعی و رفاهی استان‌های ایران و شناسایی عوامل موثر بر آن‌ها

عملکرد سیستم‌های اقتصادی باید بر اساس متغیرهای ورودی و مقادیر خروجی سیستم ارزیابی شود. به‌منظور ارزیابی همه‌جانبه، نیاز است کارایی در سطوح مختلف و با اهداف متفاوت انجام شود. مطالعه حاضر با استفاده از داده‌های استان‌های ایران در دوره 1394-1398 و بهره‌گیری از روش تحلیل پوششی داده‌های دومرحله‌ای، کارایی استان‌های ایران را در سطوح کارایی تولیدی، اقتصادی، توزیعی، رفاه اقتصادی و رفاه اجتماعی ارزیابی و رتبه‌بندی کرده و با تلفیق سطوح پنج‌گانه، مقدار کارایی سراسری استان‌ها را محاسبه کرده است. نتایج ارزیابی کارایی نشان از آن دارد که استان‌های البرز، سمنان، سیستان و بلوچستان، قم، کردستان، یزد، مرکزی استان‌های کارا هستند. علاوه بر این با استفاده از مدل رگرسیون توبیت، عوامل موثر بر انواع کارایی استان‌ها شناسایی شد، نتایج نشان از آن دارد که متغیر نسبت جمعیت جوان هر استان ارتباط مثبت و متغیر سهم تولید استان، سهم بودجه عمرانی استان و همچنین میزان تسهیلات بانکی اعطایی در استان ارتباط منفی با کارایی سراسری استان‌ها داشته است.

Ranking of Production, Distribution, and Welfare Efficiency of Iranian Provinces and Identifying Factors Affecting on Efficiency

The performance of economic systems should be evaluated based on the input and output variables of the system. In other words, evaluating the quality of system performance, it is necessary to pay attention to its efficiency. To have an overall evaluation, performance must be done at different levels and goals. The present study uses data from the provinces of Iran in 13941398 and the twostage data envelopment analysis method. This study evaluated and ranked the production, economic, distributional, economic welfare, and social welfare, the efficiency of Iranian provinces. Also by combining the five levels, calculated the overall efficiency of the provinces. The results of efficiency evaluation show that Alborz, Semnan, Sistan and Baluchestan, Qom, Kurdistan, Yazd, Markazi as efficient provinces. Also, for identified, the factors affecting the types of efficiency of the provinces using the Tobit regression model. The results show that the variable of the ratio of young population in each province has a positive relationship and the variables of the province’s production share, the province’s budget share, and also the amount of bank loans have a negative relationship with the overall efficiency of the provinces.
