ارزیابی قوانین،‌ مقررات و اصول قیمت‏ گذاری نهادهای قیمت‏ گذار در ایران

هدف مقاله حاضر بررسی آثار قیمت‌گذاری ناشی از مداخله در مکانیسم قیمت و تکلیف نمودن بازار به اعمال قیمت‌های کف و سقف و یا استفاده از ضوابط قیمت‌گذاری، توسط نهادهای تنظیم‌گر می‌باشد. در این مقاله با بررسی نهادهای متولی و احصاء چالش‌های نظام قیمت‌گذاری کالاها و خدمات با استفاده از روشهای تحقیق(هنجاری و توصیفی تحلیلی) به ارائه راهکارهای بهبود وضعیت موجود پرداخته خواهد شد. یافته‌های این مطالعه حاکی از آن است که علیرغم وجود 15 نهاد و سازمان دولتی و شبه دولتی تنظیم‌گر در حوزه قیمت گذاری،‌ چالشهایی از جمله اتخاذ یک رویه واحد قیمت‌گذاری برای تمامی کالاها و با هر ساختاری همچنان در کشور وجود دارد.علاوه بر این داشتن رویکرد سرکوب قیمتی، قیمت گذاری غیرمتوازن در چارچوب زنجیره ارزش به واسطه تفاسیر مختلف از قوانین در حوزه قیمت گذاری، تورم قوانین و مقررات و ... منجر به عدم توازن و ناهماهنگی در نحوه مداخله دولت و سایر نهادهای ذی ربط در طول زنجیره ارزش گروه‌های کالایی مختلف می‌شود که تبعات این تصمیم‌گیری در نوسان شدید قیمت،‌ متاثر ساختن قیمتهای نسبی و ... بروز خواهد کرد و باعث بی ثباتی در اقتصاد خواهد شد.

Evaluating the Laws, regulations and pricing principles of pricing regolatory agencies in Iran

Research (normative and descriptiveanalytical) will provide solutions to improve the current situation.The findings of this study indicate that despite the existence of 15 governmental and quasigovernmental regulatory institutions and organizations in the field of pricing, challenges including adopting a single pricing procedure for all goods and with any structure, having a price suppression approach, pricing There are different interpretations of the rules, etc., which lead to inconsistencies in the way the relevant institutions intervene along the value chain of different commodity groups. The consequences of this decision will occur in severe price fluctuations, which will cause instability in the economy.
