تدوین راهبردهای دیپلماسی شهری مشهد با تاکید بر کشورهای اسلامی

امروزه بازیگران روابط بین‌الملل چندگانه و متنوع شده‌اند. یکی از مهمترین این بازیگران شهرها هستند که همواره بر اهمیت نقش‌آفرینی آنها در ارتباطات بین ملت‌ها افزوده می‌شود. کلان‌شهرهای کشورهای اسلامی همانند دیگر کلان‌شهرهای جهان در حال تلاش به منظور بهره‌گیری از فرصت‌های جهانی‌شدن می‌باشند. فرصتی که در صورت نبود برنامه‌ریزی استراتژیک به راحتی به رقبا واگذار می‌گردد. از این رو، از اولویت‌های مهم مشهد به عنوان کلان‌شهری مذهبی، بهره‌برداری از توان‌های شهرهای اسلامی با کمک دیپلماسی شهری است. این پژوهش با هدف شناسایی ظرفیت‌ها و چالش‌های موجود در دیپلماسی شهری مشهد و ارائه راهکارهای مناسب برای تقویت ارتباط مشهد با شهرهای کشورهای اسلامی انجام شده است. اطلاعات پژوهش از کتاب‌ها، مقاله‌ها، سایت‌های اینترنتی و اسناد مرتبط به دست آمده است. در مرحله میدانی نیز، مصاحبه‌هایی با 20 تن از صاحب‌نظران در حوزه های مدیریت و برنامه ریزی شهری، علوم سیاسی و روابط بین‌الملل، جغرافیای سیاسی و از بین اعضای هیات علمی دانشگاه ها، اعضای شورای شهر و مسئولان شهرداری شهر مشهد، کارشناسان وزارت امور خارجه در مشهد و سایر دستگاه‌های مرتبط انجام شده است. نتایج به دست آمده، توانمندی‌ها و ضعف‌ها و مشکلات شهر مشهد در دیپلماسی شهری را تعیین نموده و در نهایت استراتژی‌ها و اقدامات مناسب برای عملیاتی شدن آن‌ها پیشنهاد گردیده است. برخی از استراتژی‌ها عبارت است از: تقویت رابطه شهرداری با دانشگاه‌ها، توسعه همکاری و استفاده از ظرفیت‌های سازمان‌های بین‌المللی و منطقه‌ای، تدوین سازوکار مناسب برای جذب سرمایه‌گذاری خارجی، پیگیری و توسعه دیپلماسی شهریِ شبکه‌ای.

Preparing Urban Diplomacy Strategies in Mashhad with an Emphasis on Islamic Countries

Today, multiple and various actors of international relations play role. Cities are one of the most important actors, and the importance of their roleplaying in the relations between nations is increasing. The metropolises of Islamic countries, like other metropolises of the world, are trying to take the opportunities of globalization; An opportunity that is easily left to competitors in the absence of strategic planning. One of the most important priorities of Mashhad as a religious metropolis is using the potential of Islamic cities with the help of urban diplomacy. This study aimed to identify the existing capacities and challenges in Mashhad urban diplomacy and to provide appropriate solutions to strengthen Mashhad’s relationship with other cities of Islamic countries. The data was obtained from books, articles, websites, and related documents. In the second  step, twenty experts in the fields of urban management and planning, political science and international relations, and political geography were interviewed. The interviewees were selected from among  the  faculty members of the universities, members of the city council and officials of the Mashhad municipality, experts The Ministry of Foreign Affairsin Mashhad. The results suggest the strengths, weaknesses, and problems of Mashhad in urban diplomacy,  as well as, strategies and appropriate actions for their implementation. Some of the strategies are: strengthening the relationship between the municipality and universities, developing cooperation and using the capacities of international and regional organizations, developing an appropriate mechanism to attract foreign investment, and pursuing and developing network urban diplomacy.
