چکیده
|
One of the most significant public acts named arabian spring which has an immediate effects in middle east has arisen in libya. the bloody period in libya has caused a legal ground for international public interference and led to a consultation for “no-fly zone”. after it has been perceived as a threat for peace and recognized that the cautions without force has not been sufficient for international peace, the interference and the application of no-fly zone in question has led upon the resolution no. 1973 which was taken by the security council. although the application of no-fly zone can be perceived as a passive action, it is a highly probable case that can be turn into a military action. accordingly it is possible to state that the resource for this application must be the 42th. article of the charter of united nations.
