امکان‌سنجی الگوی مطلوب حوزه‌بندی انتخابات مجلس شورای اسلامی

در کشور ما حوزه‌بندی انتخاباتی به‌صورت شهرستانی است و در برخی حوزه‌ها چند شهرستان همجوار یک حوزه را تشکیل می‌دهند. در حوزه‌بندی شهرستانی، مشکلاتی همچون تاثیر زیاد تعصبات قومی و مذهبی وجود دارد. برای جلوگیری از این مشکلات، برخی، «حوزه‌بندی استانی» را پیشنهاد کرده‌اند. این راهکار اگرچه موجب کاهش تاثیر عوامل مذکور و راه‌یابی افراد باتجربه‌تر به مجلس می‌شود، ولی امکان شناخت مردم را از کاندیداها کمتر و ارتباط مردم را با نمایندگان مجلس کاهش می‌دهد. در این تحقیق با استفاده از روش توصیفی تحلیلی، به این پرسش اصلی پاسخ داده شده است که راهکار مطلوب برای حوزه‌بندی انتخابات مجلس شورای اسلامی چیست؟ یافته‌های تحقیق در پی ارائه روشی در این خصوص است. راهکاری نو و بدیع در حوزه‌بندی انتخابات مجلس با عنوان «حوزه‌بندی شهرستانی منطقه‌ای» ارائه شده است؛ به‌صورتی که با افزایش 40 نفری تعداد نمایندگان کنونی مجلس، حوزه‌های انتخابیه منطقه‌ای که شامل چند استان همجوار است، اختصاص داده شود. کرسی‌های جدید نمایندگی به‌طور تقریباً مساوی بین 80 میلیون جمعیت کشور تقسیم شود و چند استان همجوار با هم و به نسبت مجموع جمعیتشان از جمعیت کل کشور، علاوه‌بر نمایندگان شهرستانی فعلی، دارای تعدادی نماینده منطقه‌ای نیز شوند.

Feasibility of the Desired Pattern of Zoning the Parliament Elections of the Islamic Republic of Iran

Speaking about Iran’s Parliament elections, there are different election zones where in some, several neighbouring cities form a separate zone. In urban planning, there are problems such as the high impact of ethnic and religious prejudices. To avoid these problems, some lawyers have proposed a provincial zoning system. This may reduce the impact of those factors and will lead to having more experienced people as parliament members however, it makes it less possible for people to get to know the candidates and reduces people’s contact with members of parliament. In this research using the descriptiveanalytical method, the main question that will be answered is: what is the best solution for zoning the elections of the Islamic Parliament of Iran? The research findings seek to provide an innovative method in this regard. A new and innovative solution in the field of parliamentary elections has been presented with the title: cityregional zoning. As the total number of current members of parliament increases by 40, constituencies to regions that include several neighbouring provinces are allocated to them. The new seats will be divided almost equally among the country’s 80 million population, and several neighbouring provinces will have a number of regional representatives in addition to the current city representatives in proportion to their total population of the entire country.
