تحلیل شاخص‌های نظارت فرماندهان بر یگان‌های مرزی استان گیلان

زمینه و هدف: : این پژوهش با هدف شناسایی و ارائه شاخص‌های علمی و کاربردی برای ارتقای نظام نظارتی فرماندهان بر یگان‌های مرزی استان گیلان انجام شد. اهمیت این تحقیق در بررسی نقش نظارت موثر فرماندهان در افزایش انضباط، کارایی، هماهنگی و امنیت یگان‌های مرزی است.روش: این مطالعه از نوع کاربردی و با رویکرد کیفی-اکتشافی انجام‌شده است. داده‌ها از طریق مصاحبه‌های نیمه ساختاریافته با فرماندهان و کارکنان یگان‌های مرزی استان گیلان و همچنین بررسی اسناد و گزارش‌های رسمی گردآوری شد. تجزیه‌وتحلیل داده‌ها با بهره‌گیری از روش تحلیل مضمون براون و کلارک (2006) انجام شد. سپس مدل تجربی شاخص‌های نظارتی طراحی گردید.یافته‌ها: تحلیل داده‌ها پنج مضمون اصلی را نشان داد که در حوزه‌های نظارتی مرتبط با فرماندهان بر یگان‌های مرزی خلاصه‌شده‌اند، شامل نظارت میدانی و انسانی، نظارت ستادی و ساختاری، نظارت فناور محور، آموزش و آمادگی نیروها، و نظام گزارش دهی و بازخورد. یافته‌ها نشان داد ترکیب نظارت انسانی و فناورانه، آموزش مستمر و تقویت اعتماد بیشترین تاثیر را در ارتقای عملکرد و انضباط نیروهای مرزبانی دارد. همچنین بهبود نظام بازخورد، اثر قابل‌توجهی بر بهینه‌سازی عملکرد یگان‌ها دارد.نتایج: شاخص‌ها و راهکارهای ارائه‌شده می‌توانند به‌طور مستقیم در بهبود عملکرد، تصمیم‌گیری و امنیت یگان‌های مرزی استان گیلان و سایر استان‌ها مورداستفاده قرار گیرند. همچنین، این پژوهش مجموعه‌ای از شاخص‌های پیشنهادی و راهکارهای عملیاتی برای استقرار نظام نظارتی استاندارد و بومی ارائه می‌کند.

analysis of commanders' monitoring indicators for border units in gilan province

a b s t r a c tbackground and aim: this research was conducted to identify and present scientific and practical indicators for improving the monitoring system of commanders over border units in gilan province. the significance of this study lies in examining the role of effective commander oversight in enhancing discipline, efficiency, coordination, and security among border units.methodology: this applied study employed a qualitative-exploratory approach. data were collected through semi-structured interviews with commanders and personnel of border units in gilan province, as well as through the review of official documents and reports. data analysis was performed using the thematic analysis method proposed by braun and clarke (2006). subsequently, an empirical model of monitoring indicators was developed.results: data analysis revealed five main themes related to commanders' oversight of border units: field and human-based monitoring; staff and structural monitoring; technology-driven monitoring; training and personnel readiness; and reporting and feedback systems. the findings indicated that a combination of human and technological monitoring, continuous training, and the enhancement of trust have the greatest impact on improving the performance and discipline of border guard forces. furthermore, improving the feedback system significantly contributes to optimizing unit performance.conclusion: the indicators and strategies presented can be directly applied to enhance the performance, decision-making, and security of border units not only in gilan province but also in other provinces. moreover, this research provides a set of proposed indicators and operational strategies for establishing a standard and localized monitoring system.
