Abstract    a b s t r a c tbackground and aim: the persian gulf region is confronted with profound logistical inefficiencies and persistent security vulnerabilities, underscoring the urgent need for digital transformation in border governance. empirical indicators—including iran's estimated annual smuggling volume of usd 8 billion, an average customs clearance delay of seven days (compared with one day in the united arab emirates), and logistics costs approximately 30% above the global average, demonstrate the strategic imperative of transitioning toward smart borders to enhance national security, streamline trade flows, and mitigate economic losses.methodology: this research adopts a mixed-methods, comparative design integrating qualitative and quantitative approaches. in the qualitative phase, in-depth semi-structured interviews were conducted with 30 border experts and senior officials until theoretical saturation was reached. the data were systematically analyzed using maxqda through thematic analysis encompassing open, axial, and selective coding procedures. in the quantitative phase, a structured questionnaire derived from the qualitative findings was administered to 155 border specialists. quantitative data analysis was performed using spss, employing pearson correlation coefficients and linear regression models.results: the findings identify three shared structural challenges across the region: geopolitical tensions (showing a strong correlation of 0.72 with delays in smart border implementation), chronic budgetary constraints, particularly the limited allocation of technological funding in iran, and fragmentation in technical and operational standards. conversely, effective policy responses include the development of interoperable joint digital platforms (capable of reducing clearance times by up to 80%), sustained investment in human capital development (positively correlated at 0.68 with technology adoption), and the reinforcement of technology-oriented diplomacy to foster regional collaboration.conclusion: by addressing a significant gap in the comparative literature on smart borders in the persian gulf, this study offers an evidence-based and operationally grounded framework for reconciling security imperatives with trade facilitation objectives and the demands of regional cooperation.
