عوامل موثر بر آسیب پذیری پاسگاه های مرزی مطالعه موردی: پاسگاه های فرماندهی مرزبانی استان اردبیل

زمینه و هدف: شناسایی آسیب ها و مرتفع نمودن آنها می تواند در عملکرد و ارتقاء کارآیی سازمان های دولتی تاثیر بسزایی داشته باشد. با در نظر گرفتن این موضوع یگان های عملیاتی مستقر در مناطق مرزی نیز از این امرمستثنی نبوده و با توجه به اینکه یگان های مذکور از اولین واحدهای مبارزه با متجاوزین مرزی (اشرار، قاچاقچیان، مترددین غیرمجاز و ...) می باشند، شناسایی آسیب های مرتبط با این یگانها می تواند در انجامماموریتهای این واحدها تاثیر بسزایی داشته باشد. لذا هدف از انجام این تحقیق شناسایی عوامل موثر بر آسیب پذیری پاسگاه های مرزی (موردمطالعه؛ پاسگاه های فرماندهی مرزبانی استان اردبیل) می باشد.روش‌شناسی؛ تحقیق حاضر ازنظر هدف، کاربردی و به لحاظ ماهیت داده‌ها و شیوه اجراء، از نوع پژوهش‌های کیفی است. ابزار گردآوری داده‌ها مصاحبه نیمه ساختاریافته است که روایی آنها به‌صورت صوری و با نظر خبرگان و کارشناسان مورد تائید قرار گرفت و پایایی آن از طریق اجماع کدگذاران اعتبار سنجی شد. جامعه آماری تحقیق به تعداد 15 نفر از فرماندهان هنگ‌ها و گروهان‌ها و معاونین فرماندهی مرزبانی استان اردبیل بودند که با لحاظ کردن شرط اشباع نظری انتخاب شدند. تجزیه تحلیل داده‌ها با استفاده از روش تحلیل مضمون دوسطحی صورت گرفت که درنهایت با استفاده از نرم‌افزار مکس کیودا نسخه 12 الگوی آسیب‌پذیری در پاسگاه‌های فرماندهی مرزبانی استان اردبیل طراحی گردید.یافته‌ها؛ یافته‌های حاصل از تحلیل مصاحبه‌ها که در سه مرحله (مرحله باز، مرحله محوری و مرحله انتخابی یا گزینشی) کدگذاری گردید، نشان داد که آسیب‌پذیری یگان‌های محدوده موردمطالعه دارای 2 بعد، 14 مولفه و 70 شاخص می‌باشد.نتیجه‌گیری؛ ازآنجاکه تامین امنیت واحدهای مستقر در مناطق مرزی یکی از دغدغه‌های اصلی فرماندهان و مسئولین می‌باشد، لذا در این تحقیق سعی شد عوامل موثر بر آسیب‌پذیری واحدهای محدوده موردمطالعه موردبررسی قرار گیرد که دراین‌بین دو بعد آسیب‌های درون‌سازمانی و برون‌سازمانی مورد شناسایی قرار گرفت که این ابعاد در قالب یک مدل جامع در یافته‌های پژوهش ارائه گردید که این مدل می‌تواند به مسئولین و فرماندهان در شناخت صحیح از وضعیت موجود، برنامه‌ریزی درستی برای تامین امنیت واحدهای محدوده موردمطالعه داشته باشد.

factors affecting the vulnerability of border posts (case study: border patrol command posts of ardabil province)

background and purpose; identifying damages and removing them can have a significant effect on the performance and improvement of government organizations. therefore, the purpose of this research is to identify the factors affecting the vulnerability of border posts (case study: border patrol command posts of ardabil province).methodology; the current research is applied in terms of its purpose and in terms of the nature of the data and the method of implementation, it is a type of qualitative research. the statistical population of the research consisted of 15 commanders of regiments and companies and deputy commanders of the ardabil province border guard command, who were selected by considering the condition of theoretical saturation. data analysis was done using the two-level thematic analysis method, and finally, using the max kyuda version 12 software, a vulnerability pattern was designed in the outposts of the border guard command of ardabil province.findings; the findings from the analysis of the interviews, which were coded in three stages (open stage, central stage, and selective stage), showed that the vulnerability of the studied units has 2 dimensions, 14 components, and 70 indicators (concepts).conclusion; since ensuring the security of the units located in the border areas is one of the main concerns of the commanders and officials of the national security agency, therefore, in this research, an attempt was made to investigate the factors affecting the vulnerability of the units in the studied area, in which two dimensions of intra-organizational and external damage were identified. the format of a comprehensive model was presented in the findings of the research that this model can help officials and commanders to properly understand the current situation and plan properly to ensure the security of the units in the studied area.
