نقش سرمایه فرهنگی پلیس در امنیت عمومی مرزنشینان مطالعه موردی: مرزنشینان استان ایلام

زمینه و هدف: استفاده از ظرفیت سرمایه فرهنگی یکی از راهبردهای مهم در راستای دستیابی به اهداف سازمانی است، مهم‌ترین هدف از تشکیل فرماندهی انتظامی استقرار نظم و امنیت و تامین آسایش فردی و عمومی در کشور است که در مفهوم امنیت عمومی نهفته است، بنابراین نیاز است، نقش سرمایه فرهنگی پلیس را در راستای دستیابی به هدف اصلی آن‌که تامین امنیت عمومی جامعه می‌باشد، موردمطالعه علمی قرار گیرد.روش: این پژوهش با روش توصیفی از نوع پیمایشی انجام‌شده است. جامعه آماری آن ساکنان مرز استان ایلام بالای 18 سال هستند که تعداد 375 نفر از آن‌ها با نمونه‌گیری تصادفی ساده مورد پیمایش قرارگرفته‌اند. اطلاعات از طریق پرسشنامه محقق ساخته به‌دست‌آمده و فرضیه‌ها با آزمون رگرسیون خطی ساده بررسی‌شده است.یافته‌ها: امنیت عمومی مرزنشینان با مقدار بتای 0.348 از سرمایه فرهنگی پلیس تاثیر می‌پذیرید. ابعاد سرمایه فرهنگی به ترتیب بدنی، فردی و سازمانی با مقدار بتای 0.304، سازمانی با مقدار بتای 0.284 و جامعه‌گرایی با مقدار بتای 0.244 بر امنیت عمومی تاثیر دارند که بیشترین تاثیر را بعد بدنی و فردی و سپس بعد سازمانی بر امنیت عمومی مرزنشینان دارند.نتایج: با توجه به تاثیر سرمایه فرهنگی پلیس بر تامین امنیت عمومی مرزنشینان، سازمان انتظامی باید سیاست‌ها و برنامه‌های مشخصی برای توسعه و افزایش سرمایه فرهنگی پلیس تدوین و اجرایی نماید، اولویت‌های خود را بر همه ابعاد سرمایه فرهنگی متمرکز نموده و از این ظرفیت برای افزایش امنیت عمومی و بهبود عملکرد خود در انجام ماموریت اصلی استفاده نماید

the role of police cultural capital in the public security of border residents the case study of border residents of ilam province

background and aim: using the capacity of cultural capital is one of the important strategies in order to achieve organizational goals. the most important goal of forming a police command is to establish order and security and provide individual and public comfort in the country, which lies in the concept of public security. therefore, it is necessary to scientifically study the role of the cultural capital of the police in order to achieve its main goal, which is to provide the public security of the society.methodology: this research was done with descriptive survey method. its statistical population is the border residents of ilam province over 18 years of age, 375 of whom were surveyed by simple random sampling. the information was obtained through a researcher-made questionnaire and the hypotheses were checked with a simple linear regression test.results: the general security of the border residents is influenced by the cultural capital of the police with coefficient of 0.348. the physical, individual and organizational dimensions of cultural capital with the coefficients of 0.304, 0.284 and 0.244 have an impact on public security, respectively. the physical, individual and organizational dimensions have the greatest impact respectively.conclusion: considering the impact of the cultural capital of the police on ensuring the public security of the border residents, the police organization should formulate and implement specific policies and programs to develop and increase the cultural capital of the police, focus its priorities on all aspects of the cultural capital and use this capacity to increase public security and use it to improve its performance in carrying out the main mission. extended abstractintroductionusing all the capacities and capabilities of the police, due to the expansion and diversity of its missions in the country, requires identification and practical planning in this field. in this regard, cultural capital, along with other organizational capitals such as human capital, social capital, material capital, knowledge capital, etc., is considered an outstanding capacity. nowadays, the capacity of cultural capital of the police as a potential possibility has been less considered. taking advantage of this important capital requires knowledge, planning and a strong will to use it. therefore, considering the sensitivities of living in the border areas and providing public security in these areas, today, for the prevention and proper management of threats, the role of the cultural capital of the police in the border areas of the country should be examined in order to carry out the specialized mission. in order to reduce possible costs and prevent upcoming tensions, it is vital for the police to scrutinize the feasibility of using their cultural capital capacity to interact and participate more with the border residents.in order to achieve the goals of the research, which was to identify the role of the cultural capital of the police in providing the general security of border residents, it was designed to answer four questions as follows: (i) does the cultural capital of the police have an effect on the general security of border residents in ilam province? (ii) does the individual and physical cultural capital of the police have an effect on the general security of the border dwellers in ilam province? (iii) does the organizational cultural capital of the police have an effect on the general security of border residents in ilam province? (iv) does the socialistic cultural capital of the police have an effect on the general security of border residents in ilam province? methodologythe current research is practical in purpose. in terms of the implementation method, it is a descriptive survey research. the statistical population of this research includes all border residents of ilam province who are 18 years old and above, based on the morgan table, a sample size of 375 people has been investigated. using cronbach's alpha, the homogeneity of variables related to the questionnaire was measured and its reliability was proved. results and discussionthe test of the first hypothesis showed that the cultural capital of the police has an effect on the general security of border residents in ilam province and this effect is positive and direct. as the cultural capital of the police increases, the general security of the border residents also increases. the beta coefficient is 0.348, which indicates that this value has an impact on the general security of the border dwellers from the cultural capital of the police. the test of the second hypothesis indicated that the personal and physical cultural capital of the police has an effect on the general security of border residents in ilam province and this effect is positive and direct. as the individual and physical cultural capital of the police increases, the general security of the border residents also increases. the beta coefficient is 0.304, which shows that this value has an impact on the general security of the border dwellers from the physical and personal cultural capital of the police. the test of the third hypothesis showed that the organizational cultural capital of the police has an effect on the general security of border residents in ilam province and this effect is positive and direct. as the organizational cultural capital of the police increases, the general security of the border residents also increases. the beta coefficient is 0.284, which shows that this value has an influence on the general security of the border residents from the organizational cultural capital of the police. the test of the fourth hypothesis indicated that the socialistic cultural capital of the police has an effect on the general security of border residents in ilam province and this effect is positive and direct. as the sociological cultural capital of the police increases, the general security of the border residents will also increase. the value of beta is 0.244, which shows that this value has an impact on the general security of the border dwellers from the socialistic cultural capital of the police. conclusionaccording to the results of the research tests, the personal and physical dimension of police cultural capital has the greatest impact on public security, so since this dimension includes most of the educational, skill and equipment aspect of the police person; it is the most appropriate part for the development of cultural capital. in this field, the police should pay more attention to the training of individual communication skills of employees, training of excellence in behavior, implementation of sports exercises for the beauty of the body shape of employees, design of appropriate clothes and signs, etc. knowing the different dimensions of cultural capital and their application in reducing costs and increasing the satisfaction of border residents can be done by paying attention to the results of this research. cultures, values, norms, structures and ways of behaving according to the geographical and social environment of the beneficiaries are an important part of the cultural capital of the police, which with their design and redesign predicts successful performance for the law enforcement organization.
