بررسی پیامدهای استفاده از سلاح گرم غیرمجاز در امنیت عمومی منطقه مرزی گیلانغرب با رویکرد پیشگیری از جرم

زمینه و هدف: استفاده از سلاح گرم، از جمله مسائل اجتماعی است که امنیت عمومی را از جنبه‌های مختلف تهدید می‌کند. بر این اساس هدف اصلی این تحقیق شناسایی پیامدهای استفاده از سلاح گرم غیرمجاز در امنیت عمومی منطقه مرزی گیلانغرب با رویکرد پیشگیری از جرم می‌باشد.روش: روش تحقیق مورداستفاده در این پژوهش کیفی از نوع تحلیل مضمون می‌باشد. برای گردآوری داده‌ها از مصاحبه استفاده گردید. جامعه آماری تحقیق تعداد 18 نفر از خبرگان حوزه امنیتی، انتظامی بوده که از طریق روش نمونه‌گیری هدفمند انتخاب شدند، تجزیه‌وتحلیل داده‌ها نیز مبتنی بر فرآیند کدگذاری صورت گرفته است.یافته‌ها: از طریق تحلیل کیفی، تعداد 79 مضامین پایه‌ای و تعداد 10 مضامین سازمان دهنده به‌دست‌آمده که با بررسی کدهای مذکور تعداد پنج دسته مضمون فراگیر شامل پیامدهای سیاسی، اجتماعی، فرهنگی، اقتصادی و امنیتی انتظامی شناسایی شدند.نتایج: نتایج پژوهش حاکی از آن است که استفاده از سلاح غیرمجاز موجب پیامدهای امنیتی و انتظامی شامل بی‌ثباتی سیاسی و امنیتی، کاهش انسجام اجتماعی، خشونت‌طلبی و افزایش جرائم خشن، اختلافات قومی، گسترش تروریسم و در نهایت کاهش احساس امنیت در منطقه مرزی گیلانغرب می‌شود لذا بهره‌گیری از فناوری‌های نوین و اجرای گشت‌های هدفمند اقدامی موثر در پیشگیری از جرم می‌باشد.

examining the consequences of using illegal firearms in the public security of the gilangarb border region with a crime prevention approach

a b s t r a c tbackground and aim: the use of firearms is one of the social issues that threaten public security from various aspects. based on this, the main goal of this research is to identify the consequences of the use of illegal firearms in the public security of the gilangreb border region with a crime prevention approach.methodology: the research method used in this qualitative research is thematic analysis. interviews were used to collect data. the statistical population of the research is the number of 18 experts in the field of security and law enforcement, who were selected through the purposeful sampling method, and the data analysis was based on the coding process.results: through qualitative analysis, 79 basic themes and 10 organizing themes were obtained, and by examining the mentioned codes, five categories of overarching themes including political, social, cultural, economic and policing security consequences were identified.conclusion: the results of the research indicate that the use of illegal weapons causes security and law enforcement consequences, including political and security instability, a decrease in social cohesion, violence and an increase in violent crimes, ethnic differences, the spread of terrorism, and finally, a decrease in the sense of security in the border region of gilangarb. therefore, using new technologies and carrying out targeted patrols is an effective measure of crime preventionextended abstractintroductionin the past years, despite the strict treatment of the law against the owners and users of firearms, some crimes such as conflicts, threats and murders with guns have increased among the youth of kermanshah province in general and in the border region of gilangharb in particular. the occurrence of crimes such as smuggling and use of illegal firearms and 34% of armed conflicts and murders with firearms in the said city, in addition to depriving people of their physical and objective security, has disrupted social security and caused damage to mental security and public comfort.this phenomenon is considered a problematic phenomenon in the mentioned border region, which has a traditional and nomadic population structure. the use of firearms, especially in mass conflicts in these areas, has been heavily influenced by traditional and tribal values. on the other hand, unfortunately, having a weapon is still considered a kind of power indicator or defence of social and cultural dignity and family dignity. geographical location; population structure and the number of villages are important. in addition to the fact that guns have become one of the tools of self defence and the cause of youth suicide in this city, every year on political occasions, including elections and other special ceremonies, they have been the cause of mass conflicts and quarrels, causing terror and concern to the people.it is necessary to be fully aware of the consequences of using firearms by people, especially in border cities. in a society where the occurrence of this type of behaviour has increased, it should be considered a problem, first, its quantitative and qualitative characteristics are examined, then the factors related to its occurrence and consequences are examined, and finally, the solutions to correct the situation are identified. now, according to the mentioned cases, the main question of the research is, what are the security implications of the use of illegal firearms in the border area of gilan west, and how can its consequences be prevented? methodologythe research method used in this research is qualitative using a thematic analysis method. to collect data, semi structured individual interviews based on (note taking) were used. the statistical population of the research is 18 experts from the security, law enforcement, intelligence, academic and judicial fields who were selected through the purposeful and accessible sampling method. in this research, the cases were selected in a targeted manner. after the researcher reached this conclusion, the other respondents presented unrelated material or recounted the previous material, the interview ended and the researcher reached theoretical saturation. in qualitative research such as content analysis or theme analysis, reliability is usually assigned to the degree of agreement between coders, and the coefficients of research reliability are related to the coefficients of agreement between judges. in this study, the double coding method was used for validation. results and discussionthrough qualitative analysis, 79 basic themes and 10 organizing themes were obtained, and by examining the mentioned codes, five categories of comprehensive themes including political, social, cultural, economic and police security consequences were identified. conclusionaccording to the information obtained from the findings of the research, it can be concluded that the use of illegal weapons in the border region of west gilan has various consequences in political, social, cultural, economic and police security dimensions. the police security aspect of using illegal weapons is one of the most important components of this research. this causes people’s mistrust of the police, disorder and reduction of social cohesion and tension between the people and the police. in the meantime, various conditions and contexts as causal conditions social and cultural structures as background conditions and economic problems as interfering conditions in the smuggling of arms and ammunition and their use and as a result creating security and law enforcement consequences including political and security instability, reduction of social cohesion, violentism and the increase in violent crimes, ethnic differences, the spread of terrorism, and finally, are effective in reducing the sense of public security. fundingthere is no funding support.  authors’ contributionall of the authors approved the content of the manuscript and agreed on all aspects of the work. conflict of interestauthors declared no conflict of interest. acknowledgmentswe are grateful to all the scientific consultants of this paper.
