شناسایی مولفه‌های تاثیرگذار بر تحقق طرح‌های آمایش مناطق مرزی مطالعه موردی: شهر مریوان

زمینه و هدف: برنامه‌ریزی و آمایش مناطق مرزی یکی از طرح‌های مهم در راستای کاهش عدم تعادل‌های فضایی بین مناطق مرزی و سایر نقاط و همچنین توسعه مناطق مرزی با تاکید بر ابعاد مختلف به‌ویژه امنیت و دفاع است. بنابراین شناسایی مولفه‌های تاثیرگذار بر تحقق طرح‌های آمایش مناطق مرزی ضروری بوده و تحقیق حاضر با این هدف در شهر مرزی مریوان نگارش شده است.روش: روش تحقیق از نظر هدف، کاربردی و از نظر ماهیت آینده‌نگاری با تاکید بر رویکرد تحلیلی و اکتشافی است. به‌منظور گردآوری و تجزیه‌وتحلیل اطلاعات نیز از روش دلفی خبرگان (15 نفر از نخبگان دانشگاهی و مدیران شهری) و تکنیک تحلیل اثرات متقاطع در نرم‌افزار micmac استفاده‌شده است.یافته‌ها: یافته‌های تحقیق نشان می‌دهد که مهم‌ترین مولفه‌های تاثیرگذار بر تحقق طرح آمایش منطقه مرزی مریوان شامل همکاری همه نهادهای استان جهت تقویت زیرساخت‌های اجتماعی، اقتصادی و فرهنگی، بهره‌مندی از مدیران و مسئولان مسئولیت‌پذیر و انسجام بین عناصر اقتصادی، اجتماعی، کالبدی و زیست‌محیطی طرح آمایش است.نتایج: نتایج حاکی از آن است که با توجه به وضعیت موجود شهر مریوان و سیستم تهیه و اجرای طرح آمایش منطقه مرزی و کمبود مولفه‌های کلیدی و استراتژیک تاثیرگذار در راستای توسعه سیستم، آینده آمایش منطقه مرزی مریوان و توسعه آن ناپایدار خواهد بود.

identifying the influencing factors on the implementation of border area territorial plans the case study of marivan city

a b s t r a c tbackground and aim: planning and territorial of border areas is one of the important plans in order to reduce spatial imbalances between border areas and other places, as well as the development of border areas with emphasis on various dimensions, especially security and defense. therefore, it is necessary to identify the influencing factors on the realization of border area territorial plans, and the present research was written with this aim in marivan city border.methodology: the research method is practical in terms of purpose and prospective in nature with an emphasis on analytical and exploratory approach. in order to collect and analyze information, were used the delphi method of experts (15 academic elites and city managers) and the technique of cross effects analysis in micmac software.results: the findings of the research show that the most important factors influencing the realization of marivan border territorial plan include the cooperation of all institutions of the province to strengthen the social, economic and cultural infrastructures, the benefit of responsible managers and officials, and the coherence between the economic, social, physical and environmental elements of the territorial plan.conclusion: the results indicate that due to the existing situation of marivan city and the system of preparation and implementation of the border area territorial plan and the lack of key and strategic components that are influential in the development of the system, will be unstable the future of the border area territorial plan of marivan city, zaribar lake as the world’s largest fresh water spring and the lush forests of this region have provided rich ecotourism attractions for the city, which can contribute to the economic capacities and potentials of this city along with the market and bashmaq border. therefore, by emphasizing the strategic planning and preparation of this city in the form of regional development plans
