چالش‌های امنیتی انسداد گذرگاه‌های مرزی استان کردستان مطالعه موردی: بازارچه مرزی بانه

کشورها از روش‌های مختلف برای تامین امنیت مرزها و همچنین مدیریت و کنترل آن‌ها استفاده می‌کنند. انسداد فیزیکی مرزها از جمله روش‌هایی است که برخی از کشورها از جمله ایران در راستای مدیریت و کنترل بهینه مرزها و تامین امنیت مرزی از آن استفاده می‌نمایند. اما این موضوع علی رغم نتایج مثبت؛ چالش‌های مختلف اجتماعیف اقتصادی، فرهنگی و سیاسی را به همراه داشته است. پژوهش حاضر به شناسایی چالش‌های پیرامون انسداد مرزهای شهرستان بانه در استان کردستان پرداخته است. پژوهش حاضر از نظر هدف، کاربردی و از نظر رویکرد پژوهشی و روش اجرا، از نوع کیفی است. جامعه آماری پژوهش شامل کلیۀ مسئولان انتظامی، امنیتی و سیاسی با بالای سه سال مسئولیت در شهرستان بانه بوده که به نوعی در ارتباط با مرز و گذرگاه‌های مرزی، تجربۀ کاری داشته‌اند و به روش نمونه‌گیری هدفمند انتخاب شده‌اند. اطلاعات و داده‌های مورد نیاز پژوهش از طریق مطالعات اسنادی و مصاحبه نیمه ساختاریافته با نمونۀ آماری در نظر گرفته شده گردآوری شده و تجزیه و تحلیل محتوای به دست آمده از مصاحبه نیز با روش تحلیل محتوای مضمون و براساس سه مرحلۀ کدگذاری باز، محوری و گزینشی انجام شده است. یافته های تحقیق حاکی از آن بود که انسداد مرزها و به خطر افتادن معیشت و رفاه ساکنین این مناطق دستاویزی برای احزاب و گروه‌های معاند و همچنین دشمنان منطقه‌ای و بین الملی است و این موضوع می‌تواند اغتشاشات و اعتصابات گروه‌های مختلف صنفی و مردم را به همراه داشته باشد.همچنین افزایش شکاف سیاسی، کاستن از مشروعیت نظام، واگرایی از حکومت مرزی و کاهش اعتماد به نفس ساکنین مناطق مرزی از چالش‌های ناشی از انسداد مرزها به شمار می‌آیند.

countries use different methods to secure borders as well as manage and control them. physical blocking of borders is one of the methods used by some countries, including iran, to manage and optimally control borders and ensure border security. but despite the positive results; it has brought various social, economic, cultural and political challenges. the present study has identified the challenges surrounding the blocking of the borders of bane city in kurdistan province. the current research is applied in terms of its purpose and qualitative in terms of its research approach and execution method. the statistical population of the research included all police, security and political officials with more than three years of responsibility in baneh city, who had some kind of work experience related to the border and border crossings and were selected by purposeful sampling. the information and data required for the research were collected through documentary studies and semi-structured interviews with the considered statistical sample, and the analysis of the content obtained from the interviews was also done with thematic content analysis based on three stages of open coding, central and a selection has been made. the findings of the research indicated that blocking the borders and jeopardizing the livelihood and well-being of the residents of these areas is an excuse for opposing parties and groups as well as regional and international enemies, and this issue can lead to riots and strikes by groups. also, increasing the political divide, reducing the legitimacy of the system, diverging from the border government and reducing the self-confidence of the residents of the border areas are among the challenges caused by the blocking of the borders.
