آینده‌پژوهی عوامل بازدارنده توسعه گردشگری در شهرهای مرزی مطالعه موردی: شهرستان گرمی در استان اردبیل

پیچیدگی، تغییرات پیوسته، عدم قطعیت و چندبعدی بودن فضا از این واقعیت حکایت دارد که دست‌اندرکاران گردشگری می‌بایست برنامه‌ریزی این صنعت را در افق‌های دورتری دنبال کنند؛ در این راستا با علم به اهمیت مطالعات آینده‌پژوهانه در حوزه گردشگری و اهرم مناسبی که در اختیار داشتن مولفه‌های تاثیرگذار بر توسعه گردشگری در یک مقصد در اختیار دست‌اندرکاران آن قرار می‌دهد محققان را بر آن داشت تا به شناسایی و تحلیل عوامل بازدارنده توسعه گردشگری شهرستان گرمی در یک افق 10 ساله بپردازند؛ تحقیق پیش رو کاربردی، تحلیلی، کیفی کمی و از حیث نگرش زمانی آینده‌نگرانه خواهد بود؛ گردآوری اطلاعات این پژوهش به کمک خبرگان صورت گرفته و تحلیل داده‌های گردآوری‌شده در نرم‌افزار میک‌مک دنبال شده است؛ طبق یافته‌ها افزایش بی‌اعتمادی بین مردم و گردشگران، کاهش تعلقات مکانی، غلبه نوگرایی بر سنت‌گرایی، افزایش تعداد فارغ‌التحصیلان دانشگاهی، تهاجم فرهنگی، افزایش مهاجرت نخبگان، تحریم‌های بین‌المللی، تبلیغات سوء بین‌المللی علیه ایران، کاهش سرمایه‌گذاری در گردشگری، توسعه بدون مرز موبایل هوشمند و غیره عواملی بودند که در 10 سال آتی در مسیر توسعه گردشگری شهرستان گرمی بازدارنده عمل می‌کنند؛ آینده‌نگری شکل‌گرفته در این پژوهش شکافی را نشان می‌دهد که می‌تواند مابین وضع مطلوب موجود و وضع نامطلوب آینده به‌تدریج نمایان شده و توسعه شهرستان گرمی را با اختلال مواجه کند؛ دست‌اندرکاران گردشگری در محدوده موردمطالعه می‌بایست از نگاه مقطعی وضع موجود فراتر رفته و جهت فائق آمدن بر معضلات آینده گردشگری خط‌مشی‌های مناسبی تدوین نمایند؛ در این راستا متناسب با یافته‌های پژوهش جهت کاهش تاثیر عوامل بازدارنده شناسایی‌شده پیشنهادهایی ارائه گردید.

the complexity, continuous changes, uncertainty and multi-dimensionality of the space indicate the fact that tourism operators should follow the planning of this industry in more distant horizons; in this regard, with the knowledge of the importance of future research studies in the field of tourism and the appropriate leverage that having the components that influence the development of tourism in a destination provides to those involved in it, prompted the researchers to identify and analyze the factors hindering the development of tourism in grami city in pay a 10-year horizon; the upcoming research will be applied, analytical, qualitative, quantitative, and prospective in terms of time perspective; the collection of information for this research was done with the help of experts and the analysis of the collected data was followed in mikmak software; according to the findings, the increase in mistrust between people and tourists, the reduction of place ties, the victory of modernity over traditionalism, the in crease in the number of university graduates, cultural invasion, the increase in the migration of elites, international sanctions, international bad publicity against iran, the reduction of investment in tourism, the borderless development of smart phones and etc. were the factors that act as obstacles in the path of tourism development in garmi city in the next 10 years; the foresight formed in this research shows a gap that can gradually appear between the favorable current situation and the unfavorable future situation and disrupt the development of garmi city; tourism practitioners in the studied area should go beyond the current situation and formulate appropriate policies to overcome the future problems of tourism; in this regard, according to the findings of the research, suggestions were made to reduce the effect of the identified inhibiting factors.
