اعتبار سنجی رویکرد واقع ‌گرایی تدافعی در سیاست خارجی قایم مقام فراهانی

با مراجعه به متون و اسناد تاریخی می‌توان شاخصه‌ ها و مولفه‌های سیاست خارجی مد نظر میرزا ابوالقاسم فراهانی را استخراج کرد و در راستای تئوریزه کردن سیاست خارجی ایران گام برداشت. هدف قایم مقام فراهانی، در سیاست، بازسازی منابع قدرت ایران برای تامین امنیت نسبی ایران، مقابله با نفوذ قدرت‌های بزرگ، حفظ تمامیت ارضی ایران، رفع تهدیدات در مناطق مرزی به‌خصوص تشدید ناامنی در مرزهای شمالی، شمال غربی و جنوب شرق ایران بود. در این مقاله تلاش می‌شود با استناد به داده‌های تاریخی و روش توصیفی _ تحلیلی سیاست خارجی مدنظر قایم مقام در چارچوب نظری واقع‌گرایی سیاسی مورد بررسی قرار گیرد. سوال این مقاله عبارتست از: سیاست خارجی مدنظر قایم مقام فراهانی، متاثر از چه مولفه‌ها و شاخص‌هایی است؟ این شاخص‌ها با کدام نظریه‌ی سیاسی سنخیت دارد؟ فرضیه‌ی این تحقیق، عبارتست از: با توجه به برجستگی مولفه‌های قدرت محوری، عقلانیت‌گرایی و محاسبه‌گرایی، تامین امنیت و منفعت‌گرایی، بازسازی و تقویت قدرت نظامی، واقع‌گرایی تدافعی قابلیت تبیین بهتر سیاست خارجی مدنظر قایم مقام را دارد.

validation of the defensive realism approach in qaem maqam farahani’s foreign policy

due to the military and security nature of the world system in the qajar era and the defeat of iran from russia, the realist view of politics and power was strengthened among the executive and intellectual elites. he became like abbas mirza and ghaem magham farahani. on the other hand, referring to historical texts and examining the ghaem magham farahani' vision, thoughts and political behavior shows that he was a thinker and one of the founders of reform, development and one of the pioneers of modern political vision in the field of thought and action in contemporary iran. it has introduced new and new political concepts such as power, the relationship between the monarchy and the government, military power and politics. threats in the border areas, especially the escalation of insecurity on the northern, northwestern and southeastern borders of iran. this article tries to examine the deputy's policy in the theoretical framework of political realism by referring to historical data and descriptive-analytical method. the question of this article is: which of the political theories can better explain the ghaem magham farahani political behavior and insight? the hypothesis is: due to the prominence of power-oriented components, rationalism and calculation, providing security and utilitarianism, rebuilding and strengthening military power, defensive realism has the ability to better explain the foreign policy considered by the ghaem magham farahani.
