فرهنگ سیاسی و توسعه‌نیافتگی رفتار سیاسی در افغانستان دوره امان‌الله خان(با تاکید بر ارزش‌های اسلامی)

رفتار سیاسی در زمان امان‌الله خان در امتداد رفتار سیاسی حاکمان پیشین صورت گرفت که با ارزش‌ها و بایسته‌های اسلامی در حوزه رفتار سیاسی فاصله دارد. این وضعیت به رغم ادعای اصلاح‌طلبی وی و اسلامی بودن جامعه، مسئله‌ساز است. این مسئله قبل از همه متوجه فرهنگ سیاسی قبیله‌ای حاکم بر کشور است. زیرا که رفتار سیاسی متاثر از فرهنگ سیاسی شکل گرفته و وجه غالب فرهنگ سیاسی در افغانستان هم ماهیت قبیله‌ای دارد. لذا این مسئله شکل می‌گیرد که فرهنگ سیاسی قبیله‌ای چه تاثیری در توسعه‌نیافتگی سیاسی اسلامی رفتار سیاسی در این دوره داشته است. از درون این مسئله این پرسش اصلی شکل گرفت که: نقش فرهنگ سیاسی قبیله‌ای در توسعه‌نیافتگی رفتار سیاسی اسلامی چیست؟در اینجا سعی شده است که این مسئله به صورت علمی بررسی شود، آن هم با روش تحلیل تفهمی و روش گردآوری اسنادی (کتابخانه‌ای)؛ با در نظر گرفتن این فرضیه که فرهنگ سیاسی قبیله‌ای به عنوان محرک ذهنی امان‌الله خان و کارگزاران حکومتی وی در انجام رفتارهای سیاسی معطوف به منافع و مصالح قومی قبیله‌ای، عدالت ستیزی، خشونت‌آمیزی و بی‌بهره از قاعده‌پذیری عمل نموده و باعث توسعه‌نیافتگی آن شده است.کاوش‌های صورت گرفته به این یافته‌ها انجامید که این فرهنگ باعث کسب، حفظ و گسترش خشونت‌آمیز قدرت سیاسی، حذف رقبا و مخالفین سیاسی، غارت اموال و املاک دولتی، مردمی و مخالفین سیاسی، توسعه نامتوازن، تغییر ترکیب جمعیتی مناطق مسکونی اقلیت‌های محکوم... شده است.
