چکیده    The ottoman empire faced the military rebellion of march 31^st in the political environment of the second constitution. the outcomes of this event, reasons of which are yet to be uncovered, were very harsh. the rebellion was commented to be a political reaction by the ittihat ve terakki cemiyeti (the union and progress party) and it was not an act against the constitution and the fundamental law. the rebellion to reinstate the former period was reported as a political reaction to rumeli, primarily to selanik. the people of rumeli, who were strongly faithful to the constitution and the fundamental law, conceived this rebellion as a planned military act against the constitution and the fundamental law and reflected their commitment as signing up for the movement army. rumeli was more interested in this rebellion than the other anatolian provinces. the administrators of the region informed the people through correspondence in order to eliminate their anxiety and restrain any possible demonstrations. this study deals with the correspondence on the measures taken against the incidents in the provinces and military operations.
