بررسی سیاست‌های کاهش فقر بر اساس اسناد فرادستی با رویکرد آینده نگاری منطقه ای، مطالعه موردی: استان سیستان و بلوچستان، ایران

هدف اصلی پژوهش حاضر شناسایی راهکارهای موثر جهت کاهش فقر بر اساس اسناد فرادستی با رویکرد آینده نگاری منطقه ای می باشد. روش این مطالعه با توجه به گزاره‌های تحقیق، از نوع توصیفی و کیفی است که در دو مرحله کتابخانه‌ای و اجرای روش دلفی و با مراجعه به 37 نفر از خبرگان دانشگاهی و افراد اجرایی در زمینه اقتصاد و مدیریت انجام شده است. در مرحله اول با رویکرد اکتشافی تطبیقی، سیاست های کاهش فقر بر اساس اسناد فرادستی شناسایی شده و نیز مهم‌ترین راهکارهای موثر جهت کاهش فقر احصاء شدند. در ادامه، با بهره‌گیری از پارادایم هنجاری و برنامه ریزی با رویکرد وفادارانه به اسناد بالادستی چارچوب مفهومی تحقیق ارائه شده و سپس، چارچوب مفهومی پیشنهادی با استفاده از روش تحقیق کیفی و مراجعه به خبرگان و کسب نظر آن‌ها در طی سه دور دلفی اعتبارسنجی و مدل نهایی تحقیق طراحی شد. براساس یافته‌های این پژوهش، راهکارهای موثر جهت کاهش فقر بر اساس اسناد فرادستی با 5 سیاست کلی (سیاست های سند چشم انداز، سیاست های کارآفرینی، سیاست های بانک مرکزی، سیاست های اقتصاد مقاومتی، سیاست ها و برنامه ششم توسعه) شناسایی شده و در مورد 12 مولفه سیاست های کاهش فقر بر اساس اسناد فرادستی با رویکرد آینده نگاری با مقدار ضریب توافق کندال 584/0 بین صاحبنظران اجماع و اتفاق‌نظر حاصل شد. همچنین، بررسی نظرات خبرگان درباره عوامل تاثیر گذار در مقابله با کاهش فقر نشان داد اقدامات مربوط به سیاست های اقتصاد مقاومتی و برنامه های ششم توسعه به‌ترتیب در رتبه‌های اول و دوم اولویت‌بندی اعضای پانل قرار گرفته است.

Examine poverty alleviation policies in Iran based on overwhelming documents

The main purpose of the present study is to identify effective strategies to reduce poverty based on extracurricular documents with regional foresight approach. The method of this study is descriptive and qualitative in terms of research propositions. It has been done in two stages of library and Delphi method and with reference to 37 academics and executives in economics and management. In the first phase, with a comparative exploratory approach, poverty reduction policies were identified on the basis of extracurricular documents and the most effective strategies for poverty reduction were outlined. Then, using the normative paradigm and planning with a faithful approach to the upstream documents, the conceptual framework of research is presented and then, the conceptual framework is proposed using qualitative research method and referring to experts during their three Delphi validation and modeling rounds. The final research was designed. Based on the findings of this study, effective strategies for poverty alleviation based on extracurricular documents have been identified and identified in five general policies (Outlook Policy, Entrepreneurship Policies, Central Bank Policies, Resistance Economics Policies, Sixth Development Plan and Policies).
