پیامدهای انتظامی امنیتی بحران کم‌آبی با تاکید بر ناآرامی‌های اجتماعی در استان خراسان جنوبی

زمینه و هدف: بحران‌های محیط‌ زیستی، به‌ویژه کم‌آبی، در سال‌های اخیر به یکی از مسائل مهم امنیتی تبدیل شده است. شناسایی عوامل و پیامدهای این بحران برای پیشگیری از تبدیل آن به یک معضل امنیتی گسترده ضروری است. این پژوهش با تمرکز بر ناآرامی‌های اجتماعی، به بررسی پیامدهای انتظامی-امنیتی بحران کم‌آبی می‌پردازد.روش‌ پژوهش: پژوهش ازنظر هدف کاربردی و ازنظر ماهیت داده‌ها، کیفی و توصیفی-تحلیلی است. داده‌ها از 17 مشارکت‌کننده به‌صورت هدفمند و تا رسیدن به اشباع اطلاعات گردآوری شد. روش جمع‌آوری اطلاعات شامل فیش‌برداری اسنادی، مصاحبه نیمه‌ساختاریافته و تحلیل مضمون بود. همچنین، داده‌های آماری و نقشه‌های ناآرامی‌های ناشی از بحران آب از سازمان‌های مربوطه و فراجا گردآوری و با استفاده از نرم‌افزار arc gis تحلیل شد.یافته‌ها: بحران آب تحت تاثیر عوامل انسانی و طبیعی بوده و روند تخلیه روستاها بین سال‌های 1394 تا 1400 افزایش داشته است. بررسی نقشه‌های خشکسالی با شاخص spi و تحلیل تجمعات اعتراضی بین سال‌های 1397 تا 1402 نشان می‌دهد که تنش‌های آبی و ناآرامی‌های ناشی از آن روند صعودی داشته‌اند. در سال 1402، گستره مناطق بحرانی به بیشترین میزان رسیده و تنها 3.67 درصد از مساحت استان در وضعیت غیر بحرانی قرار دارد.نتیجه‌گیری: افزایش مساحت مناطق بحرانی و تعداد شهرها و روستاهای درگیر بحران، به تشدید ناآرامی‌ها و چالش‌های امنیتی منجر شده است. برای مدیریت این بحران، باید از مدیریت واکنشی به مدیریت پیشگیرانه تغییر رویکرد داده و پایش تحولات آبی و تدوین راهبردهای پیشگیرانه در اولویت قرار گیرد.

law enforcement and security implications of the water crisis with an emphasis on social unrest in south khorasan province

background and objective:environmental challenges,especiallywater,are important issues affecting security in recent decades. identifying the factors and their effects on security is essential in order to prevent them from turning into a crisis.the aim study is to investigate the security consequences the water shortage crisis with an emphasis on social unrest.methodology:the research is applied in terms of purpose,qualitative and descriptive-analytical in terms of the natureof the data.the participants in this study were 17 people,which was conducted using purposeful sampling until data saturation.the data collection tool in the documentary section was questionnaire survey,and in the second section,semi-structured interviews and data analysis were conducted using content analysis in the third section,statistical data and maps from organizations and unrest resulting from the water crisis were collected and analyzed based on comparison,spatial maps and regional unrest using arc gis software.findings:by analyzing drought maps based on thespiindex with the concentration map between1397and1402,the growth of unrest resulting from water tensions in the province, especially in areas with water stress,has had an upward trend.the area of critical areas is such that in1397and1399,the area is the smallest and in1402,the largest area,and only3.67percentof the province’s area is in a noncritical situation in1402.conclusion:from the analysis of the maps,it can be concluded that the area of the total area involved has increased,and the number of cities and villages involved in the conflict has increased sharply,and this will be one of the reasons for the increase in the number of more unrests and security problems in the region in the future.
