نقش سازمان‌دهی سیاسی فضا در پیش‌گیری از بحران‌های امنیتی انتظامی

زمینه و هدف: حکومت‌ها برای تامین امنیت و دست‌یابی به بقای پایدار و تسهیل در حاکمیت ناچار به سازمان‌دهی و توزیع فضایی قدرت در پهنه سیاسی کشور هستند. هرچه این اقدام بر اساس ملاحظات سرزمینی- جغرافیایی باشد، ایجاد امنیت پایدار تسریع می‌یابد و سبب پیش‌گیری از بحران، گسترش قلمرو موثر ملی، کاهش آنتروپی مثبت و در نهایت افزایش بقای ملی می‌شود.روش: پژوهش حاضر به‌لحاظ هدف، کاربردی و از نظر نوع، توصیفی-تحلیلی است. جامعه آماری 15 نفر درون‌سازمانی(فرماندهان، کارشناسان و صاحب‌نظران حوزه انتظامی) و 15 نفر برون‌سازمانی (مدیران و کارشناسان و صاحب‌نظران حوزه سازمان‌دهی سیاسی فضا) هستند. واحد تحلیل سطوح تقسیمات سیاسی-اداری است و حجم نمونه به‌صورت تمام‌شمار در نظر گرفته شده است. روش نمونه‌گیری مبتنی بر روش گلوله‌برفی است و به‌منظور تجزیه‌و‌تحلیل یافته‌ها از روش‌های فازی-کلامی و آزمون‌های آماری استفاده شده است.یافته‌ها: تحلیل یافته‌ها در دو سطح انجام می‌گیرد. سطح اول نقش سازمان‌دهی سیاسی فضا در پیش‌گیری از بحران‌های امنیتی و انتظامی و سطح دوم رتبه‌بندی شاخص‌های سازمان‌دهی سیاسی فضا در پیش‌گیری از بحران‌های امنیت انتظامی است. یافته‌ها نشان داد، میانگین شاخص‌های نمایندگان مجلس، اندیشه‌های راهبردی، واگرایی و هم‌گرایی، تعداد جمعیت و روابط فاصله‌ای از حد متوسط پایین‌تر بوده و دیگر شاخص‌ها از سطح متوسط بالاتر بوده است.نتایج: شاخص‌های مربوط به تمهیدات حکومتی دارای بیش‌ترین اهمیت در پیش‌گیری از بحران‌های امنیتی- انتظامی بوده و سپس شاخص‌های مربوط به مولفه جغرافیای قدرت و حمایت و پس از آن شاخص‌های اداری- قانونی در پیش‌گیری از بحران‌های امنیتی- انتظامی دارای اهمیت است. این میزان اهمیت نشان‌گر این است که سازمان‌دهی سیاسی فضا مبتنی بر روش‌های علمی صورت‌نپذیرفته و تغییرات فضایی هم‌زمان با بحران‌ها و ناآرامی‌ها بر سیاست‌گذاری‌ها و تصمیمات راهبردی در مدیریت سیاسی فضا تاثیر گذاشته است.
