تحلیل مدیریت انتظامی شورش در زندان‌های کشور

زمینه هدف: تجربه شورش در زندان یکی از تجربیات نادر می باشد.علیرغم اینکه تلاش برای فرار از زندان معمولا در اکثر زندانها مشهود می باشد ولی با توجه به هماهنگی و برنامه ریزی برای فرار جمعی در زندان با به هم ریختن نظم زندان و درگیری با مامورین به ندرت اتفاق می افتد . بعد از شیوع بیماری کرونا و فراگیری آن در کشور و قدرت سرایت و گسترش آن در بین مردم باعث گردید که تدابیر خاصی در کشور مانند قرنطینه ، تعطیلی بازار ، محدویتهای ترافیکی استانی و بین استانی در کشور اتخاذ گردد.هدف از پژوهش حاضر شناسایی نقاط قوت و ضعف ایجاد شورش در زندان‌های کشور بود.روش شناسی : پژوهش حاضر از نظر هدف کاربردی و از نظر روش تحلیلی مبتنی بر مصاحبه است. جامعه آماری پرسنل و کارکنان زندان‌های درگیر شورش حاصل از بیماری کووید19 بود. یافته های تحقیق : در این پژوهش تلاش شد که از طریق مصاحبه با پرسنل و کارکنان زندان‌ها ضمن شناسایی نقاط قوت و ضعف و چرایی شورش‌ها اقدام به تهیه الگوی تحلیلی شورش شود. همچنین براساس یافته‌های پژوهش در جهت جلوگیری از شورش‌ها پیشنهاداتی ارائه شد. نتایج : با توجه به وقوع برخی تحرکات اخیر در زندان ها در جهت ایجاد نارضایتی در سطح زندان ها وخانواده های آنان وسایر مردم از وضع موجود توسط دشمنان نظام ، باعث شده بستری مناسب برای ایجاد ناامنی گردد. بنابراین می طلبد کلیه دستگاه های قضایی و امنیتی استان و کشور با اتخ اذ تمهیدات مناسب در راستایمقابله با این نوع ناآرامی ها تدابیر لازم را مبذول داشته و بااستفاده از امکانات، تجهیزات و آموزش ها ی نوین،برخورد به موقع و آنی با عوامل اصلی و محرکین را داشته باشند.

background and purpose: today’s cities are facing all kinds of urban problems and damages in parallel with the increase and expansion of the population and physical spaces. the city of chalus is not an exception to this rule, somehow the occurrence of all kinds of thefts of second homes in this city is much higher than other cities.method: the current research is applied in terms of type and purpose and descriptive-analytical in terms of nature. the information required for the research has been prepared by documentary method. for this purpose, the crimes of second house theft registered as a statistical population have been studied. using statistical tests in the arcgis environment, the centers of thefts in chalus city have been identified and spatially analyzed.findings: the findings show that the seasonal distribution of thefts from second homes in chalus city was in the summer season, 84 thefts in the fall season, 79 thefts in the winter season, and 58 thefts in the spring season. based on this, the most theft occurred in the summer season, so that the oval of standard deviation in the city of chalus is located in the direction of northwest to southeast with an average elongation, but it has differences in different seasons.conclusion: the pattern of distribution and dispersion of crimes also depends on the time, place and seasons of the year, which means that the number of thefts has also changed with the change of hours during the day and night.
