نقش اطلاعات جغرافیایی در مدیریت انتظامی قاچاق کالا (مورد مطالعه: شهرستان کبودرآهنگ)

مدیریت انتظامی قاچاق کالا با بهره گیری از سامانه اطلاعات جغرافیایی یکی از حوزه های است که نیازمند مطالعه است.این پژوهش با هدف شناخت نقش این سامانه در مدیریت انتظامی قاچاق کالا در شهرستان کبودراهنگ به منظور ارایه راهکارهای مدیریت انتظامی قاچاق کالا صورت گرفته است. پژوهش حاضر به لحاظ هدف،کاربردی از نظر ماهیت توصیفی-تحلیلی است. در گام اول بر اساس اطلاعات پرونده های موجود نقشه های جرم قاچاق کالا در محدوده مورد مطالعه تهیه شد. در ادامه با برگزارینشست کانونی، بر اساس نظر 15 تن از مدیران انتظامی شهرستان کبودرآهنگ راهکارهای مدیریت انتظامی قاچاق کالا احصا ومورد تجزیه وتحلیل قرار گرفت.یافته ها : نتایج حاصله بیانگر این است درصد بالایی از قاچاق کالا در6 منطقه از محدوده مورد مطالعه شناسایی گردید که دارای پتانسیل بالا بوده که می تواند مورد استفاده و انتخاب قاچاقچیان قرار گیرد. این مناطق با توجه به تعدد مسیر های دسترسی و همچنین کمبود های زیر ساختی مبارزه با کالای قاچاق محل های مناسبی برای تردد و اختفای کالای قاچاق است. برآیند یافته های پژوهش بیانگر آن است که در سطح حوزه استحفاظی محدوده موردمطالعه، تمرکز و تردد فراوانی قاچاق کالا به علت هم جواری این محور با شهرستان بیجار استان کردستان، مناسب بودن بعد مسافت برای حمل قاچاق کالا از مبدا تا مرکز کشور، نبود ایست و بازرسی ثابت در محور و خلاهای انتظامی است که مدیریت انتظامی این امر نیازمند تقویت نیروی انسانی و تجهیزات کوپ، استقرار ایست و بازرسی ثابت، ساماندهی گشت ها و کنترل نظارت است.

Background and Objective: Disciplinary management of goods smuggling using GIS geographic information system is one of the areas that need to be studied. This study was conducted with the aim of the role of this system in disciplinary Method: This research is applied in terms of purpose, in terms of descriptiveanalytical nature. In the qualitative section of the Focal Meeting, the opinions of 15 law enforcement managers of Kaboudrahang city were obtained and the statistical population of the quantitative section included 129 cases including total trafficking offenses. The goods are in the city in 1398. The method of analyzing the information in this research has been as follows: The studied city was obtained and by modeling the logic fuzzy logic method was used for crime analysis and a disciplinary management solution was presented.Findings: The results of logical logic show that smuggling of goods in the period of 1200 to 1600 on Sundays, December and autumn in a part of the protected area due to law enforcement factors such as police vacuum, lack of manpower in the compartment, lack of stops and constant inspections. And has focused on new control systems and so on.Conclusion: The results of the research indicate that the disciplinary management of smuggling of goods in a specific time and place requires the strengthening of manpower and coupe equipment, the establishment of fixed stops and inspections, organizing patrols and monitoring control.Keywords: GIS geographical information system, law enforcement management, smuggling of goods, Kaboudrahang
