مدیریت محیط سازمانی در موسسات آموزش عالی با رویکرد سیستم پیچیده سازوارشونده: دلالت‌های کاربردی در مدیریت موسسات آموزش پزشکی

مقدمه: امروزه به دلیل پیچیدگی‌های ایجاد شده در محیط بیرونی دانشگاه‌ها و موسسات آموزش پزشکی لزوم ایجاد تغییر در ساختار، فرایندها و سیستم‌های سازمانی برای سازواری با محیط بیرونی امری اجتناب ناپذیر است. از این رو هدف پژوهش حاضر بررسی مقوله مدیریت محیط سازمانی در موسسات آموزش عالی با رویکرد سیستم پیچیده سازوارشونده در موسسات آموزش پزشکی بود.روش‌ها: روش پژوهش کیفی و مبتنی بر مطالعه موردی بود. در این راستا با استفاده از رویکرد نمونه‌گیری هدفمند و براساس معیار (رشته، تخصص و سابقه اجرایی مرتبط) و تکنیک اشباع نظری، مصاحبه‌های عمیق با دوازده نفر از مدیران و اعضای هیات علمی دانشگاه علوم پزشکی شیراز در ارتباط با پدیده ی مورد بررسی انجام شد. سپس داده‌های به دست آمده با استفاده از نرم افزار آماری nvivo و از طریق روش تحلیل مضمون مورد تحلیل قرار گرفت و در قالب مضامین پایه، سازمان‌دهنده و فراگیر دسته‌بندی و شبکه مضامین سازماندهی شد.یافته‌ها: براساس نتایج به دست آمده مدیریت محیط با رویکرد سیستم پیچیده سازوارشونده مشتمل بر ابعاد رویکردهای زیربنایی، توسعه ظرفیت‌های سازمانی، مدیریت تغییر شبکه‌ای، مدیریت منابع، پویایی شناسی‌های محیط، مدیریت محیط تعاملی، مدیریت عملکرد سازوارشونده و مدیریت راهبردی می‌باشد که هر یک به نوبه‌ی خود دارای مولفه‌های چندی می‌باشند.نتیجه‌گیری: نتایج حاصل از این مطالعه‌ی کیفی نشان داد که با توجه به پویایی‌های موجود در محیط بیرونی موسسات آموزش عالی، ضرورت استفاده از رویکردهای راهبردی؛ ظرفیت‌های کلیدی دانشگاه؛ درک شیوه‌های تعامل با محیط بیرونی و بهبود عملکرد در راستای افزایش اثربخشی پاسخگویی به محیط اجتناب ناپذیر است. همچنین لزوم توجه و پایش مستمر تغییرات محیطی به صورت شبکه‌ای و استفاده از منابع درون سازمانی در راستای پاسخگویی به این اقتضائات با نگرشی سیستمی، راهبردی و مبتنی به پاسخگویی مطلوب به نیازهای جامعه ضروری است. آگاهی سیاست گذاران و مدیران موسسات آموزش عالی پزشکی از اهمیت ابعاد ذکر شده در این چارچوب می تواند باعث بهبود مداوم عملکرد دانشگاه‌های علوم پزشکی در راستای پاسخگویی به نیازهای جامعه و محیط بیرونی شود.

Organizational Environment Management in Higher Education Institutions with Complex Adaptive System Approach: Practical Implications in the Management of Medical Education Institutions

Introduction: Today, due to the complexities created in the external environment of universities and medical education institutions, the need to change the structure, processes and organizational systems to adjust with external environment is inevitable. Therefore, the purpose of present study was to evaluate the issue of organizational environment management in higher education institutions with the approach of a self organization complex system in medical education institutions.Methods: This is a qualitative research based on case study. In this regard, using a targeted sampling approach based on the criteria (based on the discipline, expertise, and related performance history) and theoretical saturation techniques, deep interviews were conducted with twelve managers and faculty members in relation to the phenomenon under investigation. Then, the data was analyzed using the Nvivo software through the method of thematic analysis and was categorized in the form of basic, organizing, and inclusive themes and was organized content network.Result: Based on the results, environmental management with selforganization complex system approach including infrastructure dimensions, develop organizational capacities, network change management, resources management, environment dynamics, interactive environment management, selforganization performance management and strategic management, each of which in turn has several components.Conclusion: Results showed that by considering current situation of external environment of universities, necessity of using strategic approaches, key capacities of university, understanding interactive methods with external environment and improving performance in order to increasing effective response to environment is inevitable. Also, attention and continuous evaluation of environmental changes reticulated and using internal resources to meet these needs with systematic views and strategic based on sufficient response to social needs is necessary.Awareness of policy makers and managers of higher education institutions about the importance of the dimensions mentioned in this framework can continuously improve the performance of medical universities in responding to the needs of society and the external environment.
