بررسی مروری ابعاد استقلال در دانشگاه‌ها و موسسات آموزش عالی در ایران و جهان

مقدمه: آموزش عالی نقش استراتژیک در مقابله با چالش‌های قرن 21 دارد و دستیابی به کیفیت علمی و عدالت آموزشی بدون استقلال دانشگاه امکان‌پذیر نیست. این مطالعه با بررسی ابعاد استقلال در دانشگاه‌ها و موسسات آموزش عالی انجام شده است.روش کار: این مطالعه مروری با استفاده از منابع انگلیسی از پایگاه‌های pubmed، scopus، sciencedirect، web of science و منابع فارسی از پایگاه‌های magiran و sid و irandoc انجام شد. ابتدا 43 مطالعه شناسایی شد که پس از بررسی اولیه و غربال‌گری، 9 مقاله مرتبط با موضوع استقلال دانشگاه‌ها و موسسات آموزش عالی از سال 2010 تا 2023 انتخاب و بر اساس معیارهای منطقی انتخاب و مورد تحلیل نهایی قرار گرفت. کلیدواژه‌های انگلیسی شامل university autonomy, institutional autonomy, higher education independence, institutional independence و فارسی شامل خودمختاری دانشگاه، خودمختاری نهادی، استقلال موسسات آموزش عالی، استقلال نهادی بودند.یافته‌ها: ابعاد سازمانی، مالی، آموزشی و منابع انسانی تاثیر بسزایی بر استقلال دانشگاه‌ها دارند. در ایران، تمرکز زیاد دولت منجر به کاهش قابل‌توجه استقلال دانشگاه‌های دولتی شده است، در حالی که کشورهای توسعه‌یافته با اعطای استقلال بیشتر به دانشگاه‌ها، زمینه را برای مشارکت نهادهای خارجی و بهبود کیفیت آموزشی و پژوهشی فراهم کرده‌اند.نتیجه‌گیری: توجه به تمام ابعاد استقلال ضروری است و نظارت دولتی باید در حد پیشگیری از انحراف در فرآیند تولید علم محدود شود. 

a review of the dimensions of autonomy in universities and higher education institutions in iran and worldwide

introduction: higher education plays a strategic role in addressing the challenges of the 21st century and achieving academic quality and educational equity is not feasible without university autonomy. this study examines the dimensions of autonomy in universities and higher education institutions.methods: this review study utilized english sources from databases including pubmed, scopus, sciencedirect, and web of science, as well as persian sources from magiran, sid, and irandoc. initially, 43 studies were identified, and after preliminary review and screening, 9 relevant articles related to the autonomy of universities and higher education institutions published between 2010 and 2023 were selected based on logical criteria for final analysis. the english keywords included university autonomy, institutional autonomy, higher education independence, and institutional independence.results: organizational, financial, educational, and human resource dimensions significantly influence the autonomy of universities. in iran, the excessive concentration of government authority has led to a considerable reduction in the autonomy of public universities. at the same time, developed countries have fostered greater independence for their universities, facilitating external participation and enhancing educational and research quality.conclusion: attention to all dimensions of autonomy is essential, and government oversight should be limited to preventing deviations in the scientific production process.
