چکیده
|
سیاستگذاری عمومی کنش جمعی را می‌طلبد و بالتبع متضمن وابستگی به مسیر است. این موضوع در اتخاذ سیاست‌ها کمتر لحاظ گردیده و نیازمند توجه و واکاوای اثرات منفی آن در این رشته می‌باشد. اما وابستگی به مسیر چگونه سبب این نوع تاثیرات نامطلوب می‌گردد؟ وابستگی به مسیر با قفل و منوط کردن اکنون در گذشته، مانع از تغییر سیاست‌ها در اثر تغییر شرایط و گذشت زمان می‌گردد. این مقاله با جستجو در کتب و مقالات گوناگون به بررسی پیامدهای منفی و مصادیق فرایندهای وابسته به مسیر بعنوان مانعی مهم و اثرگذار در سیاستگذاری پرداخته و نشان می‌دهد این عامل چگونه و در چه بستری منشا اثر خواهد شد و چگونه و با چه سازوکاری در تصمیم‌گیری و عدم تصمیم‌گیری دخالت می‌کند. همچنین با بیان مصادیقی از تاثیرات منفی این عامل در بسترهای اقتصادی و سیاسی در طول زمان به آثار مخرب آن اشاره شده است. از آنجاییکه به وابستگی به مسیر در اقتصاد و بطور گذرا در مدیریت پرداخته شده، لذا این امر محرکِ تنظیم نوشته پیش‌رو برای جلب توجه به عامل فوق در سیاستگذاری گردیده است.

Abstract
|
Public policy requires collective action and, consequently, depends on the path. This issue has been less considered in policymaking, and we need to pay attention to and analyze its negative effects in this field, But how does path dependence cause these kinds of adverse effects? Route dependence on locking and subjugation now in the past prevents policies from changing due to changing circumstances and the passage of time. The present article, by searching in various books and articles, examines the negative consequences and examples of pathrelated processes as an important and effective obstacle in policymaking and shows how and in what context this factor will have an effect; how and by what mechanism it intervenes in decisionmaking and nondecisionmaking. Also by giving examples of the negative effects of this factor in economic and political contexts over time; Its destructive effects have been mentioned. Since the dependence on the path in economics and transiently in management has been dealt with, so this has been the stimulus for the regulation of the forthcoming writing, to draw attention to the above factor in policy.
