کرونا به مثابه رخداد در روابط بین الملل: نقص در کارویژۀ دولتملت در مواجهه با رخدادهای نوظهور

در ماه های اخیر شیوع جهانی ویروس کرونا ما را با امری نابهنگام و غیر منتظره مواجه کرد. رخدادی در قالب یک ویروس رقم خورد که در ردای تجربه ‌زیسته‌ انسان امروز دور از انتظار بود. به واسطه‌ یک ویروس، ناکارآمدی ها و نارسایی های سازوکارهای حاکم بر جوامع انسانی بار دیگر مجال بروز یافتند. آنچه در مختصات تاریخِ اکنونِ روابط بین‌الملل ناممکن به نظر می آمد، نابهنگام و ناخوانده در قامت رخدادی از راه رسید و ممکن گشت. در شرایط فوق، دولت ملت‏ها در مواجهه با رخدادهای نوظهور نظیر کرونا گرفتار نوعی واماندگی، درماندگی و عدم آمادگی شده‏اند. از این رو و با توجه به این بستر موضوعی، این پرسش ها مطرح می شوند که ریشۀ درماندگی دولت ملت‏ها در قبال چالش‏های نوظهور چیست؟ پیامد مواجهه دولت ملت‏ها با رخدادهای نابهنگام چون کرونا، به شیوۀ سنتی مبتنی بر حفظ بقا و امنیت دولت چه خواهد بود؟ در این راستا این استدلال مطرح می شود که ماهیت و نوع چالش‏های نوظهور نظیر کرونا به گونه‏ای است که از یک سو، دولت ملت و نظم بین‏المللی مبتنی بر آن در مواجهه با این نوع از رخدادها گویا دچار نقص مادرزادی است؛ از سوی دیگر، فرایند یادگیری و سازگاری دولت ملت سال‌هاست که متوقف شده است. در این نوشتار برای تحلیل اطلاعات بر روش تبیینی تاکید می‌شود.

Corona as an Event in International Relations:Defects in NationState Function in the Confrontation of the Newfound Challenges

In recent months, the spread of Coronavirus encountered us with a contretemps situation. An event occurred in the guise of a virus that was beyond modern life imagination. Due to a virus, the defects and inadequacies of the mechanisms that govern human societies have once again found the opportunity to outbreak. What seems impossible in coordinates of the history of present of international relations, was realized in the disguise of a contretemps event. In these circumstances, nationstates, in confrontation with newfound events like Coronavirus, entangled in some kind of distress, insolvency, and lack of preparation. Considering these circumstances, we would face different questions; what are the roots of the insolvency of nationstates in the confrontation of these newfound challenges? What are the consequences of handling the contretemps events such as Coronavirus in a traditional method based on survival and security of state? In this regard, we argue that the nature of newfound challenges like Coronavirus is as if the nationstate and the international order based on it, has birth defects in face of these kinds of events; On the other hand, it seems that the learning process and adaptation of nationstates has been frozen decades ago. In this paper, The way of information analysis is the explanatory method of research.
