ابتکار راه ابریشم جدید چین و راهبرد اتحادیه اروپا

مرکز ثقل اقتصاد جهان در حال انتقال از جهان غرب به قاره آسیا با محوریت چین است. ابتکار راه ابریشم جدید چین را  می‌توان یکی از شاخص‌های مهم در جابجایی مرکزیت فوق دانست. پرسش اصلی پژوهش این است که اروپا چه راهبردی نسبت به ابتکار راه ابریشم در پیش گرفته است؟ فرضیه تحقیق مطرح می‌کند، کشورهای اروپایی نسبت به اهداف و مقاصد واقعی چین در ارائه ابتکار راه ابریشم با شک و تردید روبرو هستند. در همین راستا، اروپا می‌کوشد از طریق همکاری محتاطانه با چین برای پیشبرد طرح فوق، راهبرد جذب چین در اقتصاد جهان و سپس کنترل و غلبه بر آن را دنبال کند. یافته‌های پژوهش نشان داد از منظر اتحادیه اروپا با اینکه چین می‌کوشد در مورد استراتژی خود شفاف عمل کند، اما هدف استراتژی راه ابریشم در مورد همکاری با اتحادیه اروپا یا برخی از کشورهای اروپایی مشخص نشده است. اتحادیه اروپا معتقد است رویکرد چین، تجارت یکطرفه و صادرات کالا به اروپا است. موضوع تحقیق بر اساس چارچوب نظری اجماع پکن و روش تحقیق، روش توصیفی تحلیلی انجام شده است.

The New Silk Road Initiative of China and EU Strategy

The center of gravity of the world economy is shifting from the West to the Asian continent with China. China’s new Silk Road initiative is one of the most important indicators of the shift in centrality. The key question is what strategy has Europe taken towards the Silk Road initiative? The research hypothesis suggests that European countries are skeptical about China’s true aims and intentions in presenting the Silk Road initiative. In this regard, Europe seeks to pursue China’s strategy of assimilating and then controlling it through prudent cooperation with China to advance the plan. The findings of the study showed that, from the perspective of the European Union, although China is trying to be transparent about its strategy, the purpose of the Silk Road strategy for cooperation with the European Union or some European countries has not been specified. The European Union believes China’s approach is to trade unilaterally and export goods to Europe. The research topic is examined in accordance with the theoretical framework of the Beijing Consensus. The method of measuring and examining the subject is a descriptiveanalytical method.
