چکیده
|
هدف این مقاله بررسی تغییر در استراتژی ترکیه در قبال داعش از حمایت به مبارزه است. به منظور فهم این موضوع از رویکرد ساختار نظام بین‌الملل که تلفیقی از ساختارِ سیطره‌جویانه منطقهای و ساختارِ طردکننده فرامنطقهای است، استفاده شده که نشان می‌دهد چرا ترکیه به این تغییر بزرگ دست زده است. بدین منظور با گردآوری منابع کتابخانه‌ای و اسنادی، از روش توصیفی تحلیلی استفاده شده است. یافتههای تحقیق نشان می‌دهد به دلیل الزامات ساختار منطقهای ناشی از قدرت‌گیری کردها، محور مقاومت و روسیه به عنوان نیروهای سیطرهجوی مقابل ترکیه از یکسو و فشارهای سیستمی فرامنطقهای ناشی از اعتبارزدایی ترکیه در برابر امریکا، اتحادیه اروپا، نهادها و افکار عمومی جهانی از سوی دیگر، ترکیه ناچار به چرخش استراتژیک در سیاست خود مقابل داعش شده است. بنابراین، این نوع تجدیدنظرطلبی از یک سنت واقعگرایانه مبتنی بر بازیابی قدرت و امنیت ملی سرچشمه می‌گیرد نه از سنت انقلابی‌گری مبتنی بر اراده واقعی برای مبارزه با تروریسم.

Abstract
|
The purpose of this paper is to examine the change in Turkish strategy against ISIS from support to battling. In order to understand is used the approach of the structure of the international system, which is a synthesis of regional hegemonic structure and transregional repulse structure to indicate why Turkey is carried out to the big change.For this purpose, is used descriptiveanalytical method and relied on documentary sources through library research. The findings show because of the limitations of the regional structure due to superiority of Kurds, the axis of resistance and Russia as the dominant forces on the one hand and Transregional systemic pressures due to discredit front of the US, EU and international institutions / world public opinion, on the other hand, turkey was forced to strategic turn in its policy against ISIS. So, this kind of revisionism comes from a tradition based on realistic in order to restore power and national security not from the revolutionary tradition based on real determination to fight terrorism.
