بررسی جایگاه توسعه سیاسی در برنامه های توسعه جمهوری اسلامی ایران

موضوع این نوشتار بررسی جایگاه توسعه سیاسی در برنامه‌های توسعه ج.ا.ا است. ضمن این که توسعه؛ یک مفهوم کلی و تقسیم ناپذیر است. در این جا صرفاً در مقام تحقیق به بررسی جداگانه بعد سیاسی آن پرداخته می‌شود. بدین منظور با توجه به نظریات موجود، مفهوم توسعه سیاسی شاخص‌سازی می‌شود و به سوال ذیل پرداخته می‌شود: توسعه سیاسی چه جایگاهی در برنامه‌های پنج‌ساله سوم، چهارم، پنجم و ششم داشته است؟ به منظور پاسخ‌گویی به این پرسش از روش تحلیل محتوا استفاده شده است و بندهای برنامه‌های توسعه به عنوان واحدهای زمینه انتخاب شده‌اند. یافته‌های مقاله حاکی از آن است که توسعه سیاسی در سه برنامه توسعه ج.ا.ا مورد توجه بوده‌است. ولی میزان این توجه در هر یک از برنامه‌های سه‌گانه متفاوت است. این میزان توجه در برنامه‌های سوم، چهارم، پنجم و ششم نیز به ترتیب شامل 31 درصد، 50 درصد، 29 درصد و 43 درصد است. طبق آمار به دست آمده میزان توجه به توسعه سیاسی در برنامه‌های توسعه، حرکتی افزایشی داشته، با این استثنا که این توجه در برنامه پنجم و ششم نسبت به دو برنامه دیگر کاهش پیدا کرده است.

Study the position of the political development in the development programs of the Islamic Republic of Iran

This article studies the position of the political development in the Islamic Republic of Iran development programs. Development is a general concept and indivisible, in this article its political section is considered and the following question is studied: what is the position of the political development in the third, fourth, fifth and sixth programs? In order to answer to this question, context analysis is used and development programs are selected as background. The findings of the research indicate that the political development in four development programs of the Islamic Republic of Iran has been considered. However, the amount of attention in each of the four programs was different. This amount of attention in the third, fourth, fifth and sixth programs is 31 Percent, 50 Percent, 29 Percent, and 43 Percent respectively. According to statistics, there is an increasing amount of attention to the political development in development plans, with the exception that this focus in the fifth and sixth programs have decreased compared to the other two programs.
