چالش های پلیس راهور در اجرای طرح عفاف و حجاب (مورد مطاله استان اصفهان )

زمینه و هدف: برخورد با بی‌حجابی از چالش‌های ماموریتی پلیس است. هدف تحقیق چالش‌های ساختاری و ماموریتی، فرهنگی و اجتماعی پیش روی پلیس راهور در طرح عفاف و حجاب است.روش: این تحقیق به لحاظ هدف، کاربردی و به لحاظ ماهیت کیفی است و از روش تحلیل مضمون استفاده شده و جامعه مورد مطالعه کارکنان پلیس راهور استان اصفهان است. مشارکت کنندگان با شیوه هدفمند مبتنی بر معیار بر اساس تجربه و مدرک تحصیلی انتخاب شدند. شیوه گردآوری اطلاعات مصاحبه نیمه ساختار یافته و تا اشباع داده به تعداد 13 نفر ادامه یافت. روایی بر اساس مثلث کدگذاران و پایایی آن با از راهبرد زاویه بندی (همسو سازی) استفاده شد. فرو کاهیدن داده‌ها در سه مرحله منتج به 56 مضمون پایه، 21 مضمون سازمان دهنده و 6 مضمون فراگیر و نهایتاً شبکه مضامین و توصیف و تفسیر متنی شد.یافته ها: یافته‌های تحقیق شامل وجه مثبت طرح و تاثیر در کاهش تصادفات، توجه به خواسته مردم مذهبی در برخورد سخت گیرانه نسبت به افراد بی‌حجاب است؛ اما وجه دیگر شامل ذهنیت منفی نسبت به پلیس، ساختار نامناسب و عدم شفافیت وظایف پلیس راهور، نداشتن انگیزه و تمایل کارکنان نسبت به اجرای طرح، اختلال در ماموریت‌های اصلی به دلیل کمبود نیرو است.نتیجه گیری: اگر چه اجرای طرح عاملی در کاهش تصادفات است، اما این طرح پلیس را در وجوه ماموریتی، فرهنگی و اجتماعی دچار چالش می‌سازد و به دلیل عدم انگیزه لازم کارکنان به مداخله در این ماموریت پیشنهاد می‌شود که شیوه‌های ایجابی جایگزین برخورد ماموران پلیس راهور شود.

challenges of the traffic police in implementing the chastity and hijab project (case study of isfahan province)

background and objective: dealing with non-veiling is one of the challenges of the police mission. the aim of the research is to identify the structural, mission, cultural and social challenges facing the traffic police in the afaf and hijab project.method: this research is applied in terms of purpose and qualitative in nature, and the content analysis method was used, and the study population is the traffic police employees of isfahan province. participants were selected with a purposeful criterion-based method based on experience and educational qualifications. the data collection method was semi-structured interviews and continued until data saturation was reached with 13 people. validity was based on the coders' triangle and its reliability was determined by the angle (alignment) strategy. findings: the research findings include the positive aspects of the project and its effect on reducing accidents, paying attention to the wishes of religious people in dealing strictly with non-veiling people; but other aspects include a negative mentality towards the police, an inappropriate structure and lack of transparency of traffic police duties, lack of motivation and willingness of employees to implement the project, disruption in main missions due to lack of personnel.conclusion: although the implementation of the plan is a factor in reducing accidents, this plan poses challenges to the police in terms of mission, culture, and society. due to the lack of motivation among employees to intervene in this mission, it is suggested that positive methods be used to replace the behavior of traffic police officers.
