مطالعه تطبیقی پیشگیری از جرم کودک و نوجوان با تاکید بر پلیس انگلستان و ایران (تکیه بر قانون حمایت از اطفال و نوجوانان 1399)

زمینه و هدف: پیشگیری از جرم کودک و نوجوان به دلیل ویژگی‌های خاص این قشر از جامعه، برای پلیس دارای اهمیت ویژه است. انجام تحقیق علمی از طریق مطالعات تطبیقی، زمینه موفقیت بیشتر در این عرصه را فراهم می‌آورد. بنابراین پژوهش حاضر، با هدف شناسایی و مقایسه برنامه‌ها، اختیارات و اقدام‌های عملی پلیس انگلستان و ایران در پیشگیری از جرم کودک و نوجوان سامان گرفته است.روش: این تحقیق از نظر هدف، کاربردی و از لحاظ روش انجام، توصیفی تحلیلی و داده‌ها به روش فیش‌برداری جمع‌آوری شده است. اطلاعات آن برگرفته از منابع کتابخانه‌ای و متون قانونیِ فارسی و لاتین می‌باشد. یافته ها: برخی برنامه‌ها، اختیارات و اقدام‌های پلیس انگلستان و ایران شناسایی و مورد مقایسه قرار گرفت. از جمله نقاط برجسته پلیس انگلستان: استفاده از هوش مصنوعی به منظور افزایش نظارت بر فعالیت‌ کودکان و نوجوانان در فضای مجازی و ایجاد پایگاه‌های داده‌ای مشترک در جهت به اشتراک‌گذاری اطلاعات مربوط به کودکان در معرض خطر در راستای انجام واکنش سریعِ میان بخشی به منظور حمایت از آنان است.نتیجه‌گیری: این یافته‌ها و موارد دیگر نشان می‌دهند که در مقام اجرا، پلیس انگلستان نسبت به پلیس ایران دغدغه‌مند‌تر، هدفمندتر، برنامه‌مدارتر، روزآمدتر و کاربردی‌تر عمل می‌کند. اگرچه ضرورت تشکیل پلیس اطفال و لزوم مداخله در وضعیت‌های مخاطره‌آمیز، از نقاط برجسته سیاست جنایی تقنینی ایران است.

a comparative study of child and teenager crime prevention with emphasis on uk and iran police (relying on the law on the protection of children and teenager 1399)

background and purpose: prevention of child and adolescent crime is of special importance for the police due to the special characteristics of this segment of society. conducting scientific research through comparative studies provides the basis for more success in this field. therefore, the present study was formed with the aim of identifying and comparing the programs, powers and practical actions of the british and iranian police in preventing child and adolescent crime.method: this research is applied in terms of its purpose and descriptive analytical in terms of its method, and the data is collected by the chip sampling method. its information is taken from library sources and persian and latin legal texts.findings: some plans, powers and actions of the british and iranian police were identified and compared. among the highlights of the uk police: the use of artificial intelligence to increase the monitoring of the activity of children and adolescents in the cyberspace and the creation of common databases to share information about children at risk in order to carry out a rapid interdepartmental response in order to support it is them.conclusion: these findings and other cases show that in terms of enforcement, the british police are more concerned, more targeted, more planned, more up to date and more practical than the iranian police. although the need to form children’s police and the need to intervene in dangerous situations is one of the prominent points of iran’s legal criminal policy.
