آسیب‌شناسی سازمانی آیین‌نامه تاسیس فضاهای ورزشی (کمیسیون ماده 5 وزارت ورزش و جوانان) از دیدگاه خبرگان ورزش

ﭘﮋوﻫﺶ ﺣﺎﺿﺮ ﺑﺎ ﻫﺪف آﺳﯿﺐﺷﻨﺎﺳﯽ ﺳﺎزﻣﺎﻧﯽ آﯾﯿﻦﻧﺎﻣﻪ ﺗﺄﺳﯿﺲ ﻓﻀﺎﻫﺎی ورزﺷﯽ ﮐﻤﯿﺴﯿﻮن ﻣﺎده ﭘﻨﺞ وزارت ورزش و ﺟﻮاﻧﺎن اﻧﺠﺎم ﮔﺮدﯾﺪ. روش ﭘﮋوﻫﺶ از ﻧﻮع ﻣﻄﺎﻟﻌﺎت ﮐﯿﻔﯽ ﺑﺎ روﯾﮑﺮد ﻧﻈﺮﯾﻪ داده ﺑﻨﯿﺎد ﻣﯽ ﺑﺎﺷﺪ. ﮔﺮدآوری دادهﻫﺎ ﺑﺎ اﺳﺘﻔﺎده از ﻣﺼﺎﺣﺒﻪ و ﺑﺮرﺳﯽ اﺳﻨﺎد ﺻﻮرت ﮔﺮﻓﺘﻪ اﺳﺖ. ﭘﺲ از اﻧﺠﺎم 15 ﻣﺼﺎﺣﺒﻪ ﻋﻤﯿﻖ و ﻧﯿﻤﻪﺳﺎﺧﺘﺎری اﻓﺘﻪ ﺑﺎ ﻣﺪﯾﺮان ادارات ورزش و ﺟﻮاﻧﺎن، ﺑﺎﺷﮕﺎهﻫﺎ و اﺳﺎﺗﯿﺪ داﻧﺸﮕﺎه، ﻣﻘﻮﻟﻪﻫﺎی اﺻﻠﯽ اﺳﺘﺨﺮاج ﮔﺮدﯾﺪ. ﻧﻤﻮﻧﻪﮔﯿﺮی ﺑﻪ ﺻﻮرت ﻫﺪﻓﻤﻨﺪ ﺗﺎ ﺣﺪ اﺷﺒﺎع ﻧﻈﺮی اداﻣﻪ ﯾﺎﻓﺖ. ﺑﺮای ﺑﺮرﺳﯽ رواﯾﯽ ﺻﻮری و ﻣﺤﺘﻮاﯾﯽ، ﯾﺎﻓﺘﻪﻫﺎی ﭘﮋوﻫﺶ ﺑﻪ ﻣﺻﺎﺣﺒﻪﮐﻨﻨﺪﮔﺎن اراﺋﻪ ﮔﺮدﯾﺪ و ﭘﺲ از ﻣﻄﺎﻟﻌﻪ ﻧﻈﺮﯾﻪ، ﻧﻈﺮات آنﻫﺎ اﻋﻤﺎل ﮔﺮدﯾﺪ. روش اﺳﺘﻔﺎده ﺷﺪه ﺑﺮای ﺑﺮرﺳﯽ ﭘﺎﯾﺎﯾﯽ، روش ﭘﺎﯾﺎﯾﯽ ﺑﺎزآزﻣﻮن ﺑﻮد. ﻣﯿﺎﻧﮕﯿﻦ ﻣﯿﺰان ﺗﻮاﻓﻖ درونﻣﻮﺿﻮﻋﯽ 0/80 ﮔﺰارش ﺷﺪ. ﭘﺲ از ﺗﮑﻤﯿﻞ ﯾﺎﻓﺘﻪﻫﺎ، ﻣﺪل زﻣﯿﻨﻪای ﺑﺮاﺳﺎس ﻣﺪل ﺳﯿﺴﺘﻤﺎﺗﯿﮏ اﺳﺘﺮاس و ﮐﻮرﺑﯿﻦ 1994 ﻃﺮاﺣﯽ ﮔﺮدﯾﺪ. ﺗﺠﺰﯾﻪ و ﺗﺤﻠﯿﻞ دادهﻫﺎ ﺑﺎ اﺳﺘﻔﺎده از ﻧﺮماﻓﺰار ﺗﺤﻠﯿﻞ ﮐﯿﻔﯽ ﻣﮑﺲ ﮐﯿﻮدا، ﻃﯽ ﺳﻪ ﻣﺮﺣﻠﻪ ﮐﺪﮔﺬاری ﺑﺎز، ﻣﺤﻮری و اﻧﺘﺨﺎﺑﯽ ﺑﻪ دﺳﺖ آﻣﺪ. ﻧﺘﺎﯾﺞ ﭘﮋوﻫﺶ ﻧﺸﺎن ﻣﯽ دﻫﺪ ﮐﻪ ﺷﺮاﯾﻂ ﻋﻠﯽ ﺷﺎﻣﻞ ﻋﻮاﻣﻞ ﺑﺮون ﺳﺎزﻣﺎﻧﯽ اﻗﺘﺼﺎدی، اﺟﺘﻤﺎﻋﯽ ﻓﺮﻫﻨﮕﯽ و ﺳﯿﺎﺳﯽ ﻗﺎﻧﻮﻧﯽ( و ﻋﻮاﻣﻞ درون ﺳﺎزﻣﺎﻧﯽ اﻧﺴﺎﻧﯽ، ﺑﺎزارﯾﺎﺑﯽ، راﻫﺒﺮدی، ﻓﻨﺎوری، اداری ﻣﺎﻟﯽ(، ﻋﻮاﻣﻞ زﻣﯿﻨﻪای )درک اﻫﺪاف ﺳﺎزﻣﺎﻧﯽ، ﺳﺎﺧﺘﺎر ﺳﺎزﻣﺎﻧﯽ، ارﺗﺒﺎﻃﺎت ﺳﺎزﻣﺎﻧﯽ، رﻫﺒﺮی ﺳﺎزﻣﺎﻧﯽ، ﺳﯿﺴﺘﻢ ﭘﺎداش دﻫﯽ، ﺳﺎز و ﮐﺎرﻫﺎی ﻣﻔﯿﺪ و ﻧﮕﺮش ﺑﻪ ﺗﻐﯿﯿﺮ(، ﻋﻮاﻣﻞ ﻣﺪاﺧﻠﻪ ﮔﺮ )ﻋﻮاﻣﻞ ﻣﺤﯿﻄﯽ، ﺳﺎزﻣﺎﻧﯽ و ﻣﺪﯾﺮﯾﺘﯽ(، اﻗﺪاﻣﺎت و راﻫﺒﺮدﻫﺎ )ﺗﻮﻟﯿﺪ، ﺑﺎزارﯾﺎﺑﯽ، اﻗﺘﺼﺎدی، ﺳﯿﺎﺳﯽ، ﻗﺎﻧﻮﻧﯽ و داﻧﺶ( و ﭘﯿﺎﻣﺪﻫﺎ )اﻗﺘﺼﺎدی، ﺧﺪﻣﺎﺗﯽ، اﺟﺘﻤﺎﻋﯽ، ﺑﺎزارﯾﺎﺑﯽ، ﻣﺎﻟﯽ، اﻧﺴﺎﻧﯽ، ﺑﺮﻧﺪ( ﻣﯽ ﺑﺎﺷﺪ. ﺑﺪﯾﻦ ﺗﺮﺗﯿﺐ، ﻣﺪﯾﺮان ﺑﺎ ﺗﻮﺟﻪ ﺑﻪ اﺻﻼح و ﺑﻬﺒﻮد ﺑﺮﺧﯽ ﻓﺮآﯾﻨﺪﻫﺎ و ﺷﺮاﯾﻂ ﻣﯽ ﺗﻮاﻧﻨﺪ روﻧﺪ ﺗﺄﺳﯿﺲ ﻓﻀﺎﻫﺎی ورزﺷﯽ را در ﮐﺸﻮر ﺑﻬﺒﻮد ﺑﺨﺸﻨﺪ و در اﺷﺘﻐﺎلزاﯾﯽ ﻣﺘﻘﺎﺿﯿﺎن ﺣﻮزه ورزش ﻧﻘﺶ ﭘﺮرﻧﮕﯽ را اﯾﻔﺎ ﻧﻤﺎﯾﻨﺪ.

organizational pathology of the rules of the establishment of sports spaces (article five commission of the ministry of sports and youth) from the point of sports experts

the present study was conducted with the aim of organizing the organizational pathology of the rules of the establishment of sports spaces (article five commission of the ministry of sports and youth). the method of this research was qualitative research with grounded theory approach. theoretical saturation was achieved after 15 deep and semi structured interviews managers of sport and youth departments and clubs and university professors. categories were identified after completing the process of coding and data abstraction. purposive and snowball sampling was done until theoretical saturation. to evaluate the face and content validity, findings were presented to interviewers and after studying theory, their ideas were applied. the method used to evaluate the reliability was the retest reliability method. the average level of internal agreement was reported to be 0.80.data analysis in three steps: open, axial and selective coding was achieved by using maxqda software. the results of this study showed that the causal conditions: external factors (economic, socio cultural and political), internal factors (human, marketing, strategic, technology, financial management), contextual condition (understanding organizational goals, organizational structure, communication organizational, organizational leadership, rewarding system, useful mechanisms and attitude towards change), intermediary factors (environmental, organizational and managerial), strategies (production, marketing, economic, political, legal and knowledge), and outcomes (economic, service, social, marketing, financial, human, brand and brand). as a result, managers can improve the process of establishing sports venues in the country, due to the refinement and improvement of some processes and conditions and play a significant role in the employment of sports applicants.
