طراحی و تبیین الگوی نظام پاسخگویی در ‌‌سازمان‌های ورزشی (مطالعه موردی: وزارت ورزش وجوانان)

پژوهش حاضر با هدف طراحی و تبیین الگوی نظام پاسخگویی در ‌‌سازمان‌های ورزشی انجام گرفت. روش پژوهش، آمیخته (کمی و کیفی) و جامعه آماری شامل دو جامعه آماری از اساتید و خبرگان حوزه ورزش و کلیه مدیران و کارکنان وزارت ورزش و جوانان بود. در بخش کیفی از 25 نفر از اساتید و خبرگان حوزه ورزش به صورت هدفمند نظرخواهی شد. در بخش کمی نیز 211 نفر از مدیران و کارکنان وزارت ورزش و جوانان به روش نمونه‌گیری در دسترس به عنوان نمونه انتخاب گردیدند. ابزار مورد استفاده در این پژوهش، پرسشنامه محقق ساخته بود که با استفاده از آزمون تحلیل عاملی اکتشافی تایید گردید و پایایی آن از طریق آلفای کرونباخ 0.96 محاسبه شد. در بخش کیفی، 8 عامل اداری، مالی‌،‌ عملکردی‌، اخلاقی‌،‌ اجتماعی‌،‌ قانونی، دموکراتیک و رسانه‌ای به عنوان عوامل پاسخگویی در سازمان‌های ورزشی شناسایی شدند. در بخش کمی نیز نتایج نشان داد که پاسخگویی عملکردی در مقایسه با سایر متغیرهای بررسی شده، بیشترین میزان اثرگذاری را بر نظام پاسخگویی سازمانی داشت (0.49) و پس از آن، به ترتیب عامل پاسخگویی قانونی با (0.42)، پاسخگویی اداری با (0.36)، پاسخگویی فناوری و رسانه‌ای‌ با (0.35)، پاسخگویی مالی با (0.27)، پاسخگویی اخلاقی با (0.20) و پاسخگویی اجتماعی با (0.11) در رتبه‌های بعدی متغیرهای اثرگذار بر پاسخگویی سازمانی قرار داشتند. همچنین، پاسخگویی دموکراتیکی دارای اثر (0.268) بود که اثر آن تایید نشد.پیشنهاد می‌شود که مدیران وزارت ورزش و جوانان به عنوان سیاست‌گذاران حوزه ورزش و جوانان کشور، جهت افزایش اثربخشی این سازمان از الگوی پیشنهادی پژوهش حاضر استفاده نمایند.

Designing and Explaining a Model of Accountability System in Sports Organizations (Case Study: Ministry of Sports and Youth)

This research is to design and explain a model of accountability system in sports organizations. The research method was of a mixed one (quantitative and qualitative) and the statistical population included two statistical societies, professors and experts in the field of sport and all managers and staff of the Ministry of Sports and Youth. In the qualitative section, 25 people from the professors and experts in sports were deliberately targeted. In the quantitative section, 211 people were selected from the directors and staff of the Ministry of Sports and Youth by sampling. The research instrument was a researchermade questionnaire, which was used to validate the exploratory factor analysis, and its reliability was calculated through Cronbach’s alpha (0/96). The results showed that functional responsiveness had the most impact on organizational accountability (49/0) compared to other studied variables. Followed by legal accountability (0/42) which was based on accountability, an organization was influential. Administrative responsiveness (0/36), technology and media accountability (0/35), financial accountability (0/27), moral accountability (0/20) and social accountability (0/11) were in subsequent ranks as the effective variables on organizational responsiveness. Also, democratic accountability had an effect (0/268) that its effect was not confirmed. It is suggested that the managers of the Ministry of Sports and Youth, as policy makers in the field of sports and youth, use the suggested model of the present study to increase the effectiveness of this organization.
