تبیین الگوی عملیاتی تامین مالی پروژه‌ای در نظام بانکی جمهوری اسلامی ایران

تامین مالی پروژه‌ای یکی از رویکردهای مهم و کاربردی در کشورهای توسعه ‌یافته و درحال‌ توسعه است و بسیاری از پروژه‌های متوسط و بزرگ مقیاس در دنیا با استفاده از این رویکرد اجرایی می‌شوند. این رویکرد به ‌صورت واقعی در کشور جمهوری اسلامی ایران نتوانسته‌ نتیجه ‌ساز شود و یکی از علل اصلی این عدم توفیق، ضعف شناخت و تبیین الزامات و ابعاد این شیوه است. به علت بانک محور بودن اقتصاد ایران، به ‌نظر می‌رسید بهترین نقطه برای شروع و تمرین این شیوه تامین مالی بانک‌ها باشند که در این زمینه گام برداشته و بخشی هرچند کوچک از منابع خود را به این روش اختصاص دهند. بدین‌منظور در این مقاله کوشیده شد ضمن شناخت بهتر موضوع، مجموعه عوامل اصلی موثر بر تحقق الگوی تامین مالی پروژه‌ای در نظام بانکی جمهوری اسلامی ایران با بررسی نسبتاً جامع منابع علمی برشماری شده و سپس جهت استخراج مدل با استفاده از روش تحلیل مضمون و بهره‌گیری از نظرات خبرگان و ادبیات پژوهش، تحلیل نسبتاً عمیقی صورت گرفت و در مجموع 2072 مضمون پایه استخراج شد و با سنجش و بازآرایی این عوامل الگوی عملیاتی تامین مالی پروژه در نظام بانکی جمهوری اسلامی ایران استخراج گردید.

Explaining the Operation Model for Project Financing in the Banking System of the Islamic Republic of Iran

Project financing is one of the most important and practical approaches in developed and developing countries and many medium and largescale projects in the world are implemented by applying this approach. Unfortunately, this approach, however, has not really been able to be pursued in Iran, and one of the main reasons for this failure is the lack of knowledge and explanation of the requirements and dimensions of it. Due to the bankbased nature of the Iranian economy, it seems that the best opportunity for starting and practicing this method of financing is for banks to take steps in this field and allocate a small part of their resources to it. For this purpose, this research has tried to provide a better understanding of the subject in order to present the main factors affecting the realization of the project financing model in the banking system of the Islamic Republic of Iran with a relatively comprehensive review of domestic and foreign scientific resources ,and then, to extract the final model by using the theme analysis method and the opinions of experts and related literature, through a relatively deep analysis and extracting a total of 2072 basic themes. By measuring and rearranging these factors, the operational model for project financing in the banking system of the Islamic Republic Iran has been developed.
