تحلیلی بر چالش‌های انتقال آب بین حوضه‌ای از سرشاخه‌های هلیل رود با تاکید بر ملاحظات حوضه مبدا

با توجه به اهمیت منابع آبی در مفهوم توسعه پایدار، بررسی چالش ها و تبعات مستقیم و غیرمستقیم انتقال بین حوضه ای آب، بیش از پیش ضروری به نظر می رسد. با توجه به اهمیت اجرای طرح انتقال آب از سرشاخه های هلیل رود، تحقیق حاضر با بررسی و تحلیل وضعیت کنونی اقتصادی اجتماعی، کشاورزی، خشکسالی و بیابان زایی در جنوب استان کرمان، به تحلیل پیامدها و چالش های طرح انتقال بین حوضه ای آب از سرشاخه های هلیل رود پرداخته است. این تحقیق با اهتمام به وضعیت منابع آبی در حوضه جازموریان و پیامدهای انتقال آب بین حوضه ای از حوضه جازموریان به مرکز استان کرمان، به دنبال پاسخگویی به این پرسش است که با توجه به اهمیت منابع آب در تامین معیشت ساکنین مناطق جنوبی استان کرمان، طرح انتقال آب بین حوضه ای از سرشاخه های هلیل رود به عنوان شاهرگ حیاتی دشت های حاصلخیز حوضه جازموریان، با در نظر گرفتن شرایط کنونی چه دورنمایی را متصور خواهد شد؟ نتایج این بررسی نشان می دهد که اصرار بر اجرای این طرح، ضمن تضعیف منابع آبی حوضه جازموریان، متعاقبا تاثیر بر بیلان آبی دشت های پایین دست خواهد داشت که پیامدهای مستقیم و غیرمستقیمی را در حوضه مبدا در پی دارد. از این رو، تاکید می شود که قبل از اجرای هر گونه طرح انتقال آب بین حوضه ای، به مدیریت تقاضای آب و تناسب توسعه با ظرفیت های طبیعی هر منطقه توجه کافی شود. به طور کلی، توسعه متوازن استانی با در نظر گرفتن اهداف توسعه پایدار و همچنین کاهش مصرف آب در بخش کشاورزی، از طریق اهتمام به بهره وری زراعی و رعایت الگوی کشت بهینه، و توسعه صنعت، گردشگری و انرژی های تجدیدپذیر می تواند در جهت کاهش فشار بر منابع آبی، راهگشا باشد.

Analysis of the Inter-Basin Water Transfer Project from the Halilrood upstream with consideration of downstream effects

AbstractGiven the importance of water resources in sustainable development, it is necessary to investigate the direct and indirect impacts of interbasin water transfer projects. The present research analyzed the status of the water resources in the south of Kerman province and the challenges of interbasin water transfer that will result from transferring water from the upstream Halilrood. This study investigates economic, human and environmental consequences of water transfer from the Jaz Murian basin to the Dare Anjir basin and center of Kerman province, with a focus on the importance of water resources in residents' livelihoods in the southern regions of Kerman province. We seeks to answer the following question: what would be the consequences of water transfer from upstream Halilrood to the downstream plains of the Jaz Murian basin? The results indicated that this project will negatively affect the Jaz Murian basin and downstream plains. According to the findings, it is necessary to focus on water demand management in the target area (Kerman) and also pay attention to sustainable development, economic growth and industrial indicators of the southern Kerman province. As a part of regional policy, the promotion of balanced provincial development should be given priority. Also, the excessive consumption of water resources, especially by agricultural activities, can be curbed by fostering crop productivity, industrial development, tourism, and renewable energies.
