تدوین مدل توسعه اخلاق حرفه ای در بخش دولتی فعال در بخش عمومی

این پژوهش، با هدف توسعه اخلاق حرفه‌ای در بخش عمومی در سازمان‌های دولتی فعال در خدمات بخش عمومی بویژه شهرداری با استفاده از روش شناسی ترکیبی کیفی و کمّی (تحلیل مضمون و مدل‌سازی معادلات ساختاری)، انجام شد. مدل مفهومی پژوهش دربرگیرنده اجزایی از قبیل جذب و پذیرش اخلاق حرفه‌ای و تجربه حل مسئله در اخلاق حرفه‌ای و خط‌مشی‌‌گذاری اخلاق حرفه‌ای جهت توسعه اخلاق حرفه‌ای در بخش عمومی است. حجم نمونه این پژوهش برابر است با 300 نفر از خبرگان دانشگاهی؛ متخصصان سازمان‌های دولتی فعال در خدمات بخش عمومی بویژه شهرداری با ترکیبی از دو روش نمونه‌گیری غیراحتمالی هدفمند (قضاوتی) و نمونه‌گیری گوله برفی انتخاب شده بودند توزیع و جمع آوری شد. نتایج پژوهش نشان می دهد، الگوی توسعه اخلاق حرفه ای در بخش عمومی دربرگیرنده شاخص ها و متغیرهای ذیل است: متغیر خط مشی گذاری اخلاق حرفه ای، متغیر جذب و پذیرش اخلاق حرفه ای ومتغیر تجربه حل مسئله در اخلاق حرفه ای.

the preparation of a model on professional ethics development for organizations active in the iran’s public sector

the present study is aimed at developing professional ethics in the public sector of the state organizations involved in public sector services, especially the municipality, using mixed method of theme analysis and structural equation modeling. in this study, absorption and acceptance of professional ethics, problem solving experience in professional ethics, and professional ethics policy-making were the components of the conceptual research model describing the development of professional ethics in the public sector. in order to reach the research objectives, 312 questionnaires were distributed, and the research sample encompassed 300 academic experts, professionals of the state organizations involved in public sector services, especially the municipality, and professors and students in the fields of educational sciences, public administration, and educational management, who were selected using non-random purposive (judgmental) sampling and snowball sampling methods. according to the research results, the model of professional ethics development in the public sector consists of the following variables:
