شناسایی مولفه ها و شاخص های مدل ارزیابی خط مشی های صنعتی با رویکرد رونق تولید در خوشه کسب و کارهای کوچک و متوسط

ﺧﻮﺷﻪﻫﺎی ﮐﺴﺐوﮐﺎر، ﻧﻘﺶ ﻣﺤﻮری در ﺗﻮﺳﻌﻪ ﻣﻨﻄﻘﻪای ﮐﺸﻮرﻫﺎ اﯾﻔﺎ ﻣﯽ کنند. ﭼﺮا ﮐﻪ در درون ﺧﻮﺷﻪ‌ها، ﻧﻮآوری و ﮐﺎرآﻓﺮﯾﻨﯽ برای ﺑﻨﮕﺎهﻫﺎی ﺟﺪﯾﺪ ﺑﺎ ﺳﻬﻮﻟﺖ ﺑﯿﺸﺘﺮی اﯾﺠﺎد ﻣﯽﺷﻮﻧﺪ. ﺑﺎ وﺟﻮد اﯾﻨﮑﻪ ﺑﺴﯿﺎری از ﺑﻨﮕﺎهﻫﺎی ﻋﻀﻮ ﺧﻮﺷﻪ از ﻧﻈﺮ اﻧﺪازه ﮐﻮﭼﮏ و ﻣﺘﻮﺳﻂ ﻫﺴﺘﻨﺪ، اﻣﺎ ﺧﻮﺷﻪﻫﺎ ﺳﻬﻢ ﻓﺮاواﻧﯽ در ﺷﺎﺧﺺﻫﺎی اﻗﺘﺼﺎدی ﻫﻤﭽﻮن اشتغال، ﺗﻮﻟﯿﺪ و ﺻﺎدرات ﺑﺮ ﻋﻬﺪه دارﻧﺪ. به همین لحاظ خط مشی های مرتبط با خوشه های کسب و کار می بایست به گونه ای تدوین گردند که با اجرای آنها شاهد رونق هرچه بیشتر در تولید محصولات داخلی باشیم. از این رو از طریق ارزیابی خط مشی‌ های صنعتی مرتبط با خوشه های کسب و کار، می‌توان به میزان موفقیت در تحقق اهداف آنها پی برد. هدف این تحقیق شناسایی مولفه ها و شاخص های اصلی حاکم بر مدل ارزیابی خط مشی های صنعتی با رویکرد رونق تولید در خوشه کسب و کارهای کوچک و متوسط است. تحقیق حاضر با استفاده از روش کیفی با انجام مصاحبه عمیق و نیمه ساختار یافته با پانزده نفر از خبرگان دانشگاهی و اجرایی متخصص و مرتبط با حوزه صنعت انجام شد. نتایج تحقیق نشان داد که استفاده از یک سیستم مستقل ارزیابی برای ارزیابی خط مشی ها، ایجاد نظام نظارت و بازخواست از نتایج اجرای خط مشی ها و لزوم دسترسی به آمار و اطلاعات مورد نیاز، از مهمترین الزامات جهت ارزیابی خط مشی های صنعتی با رویکرد رونق تولید می باشد. در نهایت پس از گردآوری و تحلیل داده ها، مولفه ها و شاخص های مدل ارزیابی با بهره گیری از استراتژی تحلیل مضمون شناسایی شد.

identifying the main components and indicators governing the industrial policy evaluation model with a production boom approach in small and medium business clusters

business clusters play a central role in the development of countries’ regions. this occurs because,the innovation and entrepreneurship for new enterprises within the clusters are stablished more easily. in spite of the fact that many of the member companies of the cluster are small and medium in size, the clusters contribute a lot to economic indicators such as employment, production and exports. therefore, the policies related to business clusters should be formulated in such a way that their implementation, bring about prosperity in produsing domestic products. hence, the evaluation of industrial policies of business clusters, will show how much success they have achieved so far. the purpose of this research is to identify the main components and indicators shaping the evaluation model of industrial policies aiming at to get as far as production boom in the cluster of small and medium businesses. we used in-depth and semi-structured interviews with fifteen academics and executive experts related to the industry. we analyzed the responces using a thematic analysis technic . the results show that the use of an independent policy evaluation system, the creation of a monitoring and accountability system for policy implementation results, and the need of access to the required statistics and information are among the most important requirements for the evaluation of industrial policies.
